Replace administrative boundary signs between provinces and cities before July 15

The Vietnam Road Administration ( Ministry of Construction ) has just issued a document requesting Road Management Areas, Departments of Construction nationwide and investors of traffic projects to update and adjust road sign information in accordance with the two-level administrative units after the arrangement and merger.

Adjust information and location of administrative boundary signs

Accordingly, the units must immediately coordinate to organize the adjustment of information and locations of administrative boundary signs between provinces and cities (sign I.419) to suit the units that will be arranged later. This task must be completed before July 15.

Road Management Areas and road project investors work with local authorities to establish a unified record of new location names on signs.

Then, change the place name on the sign that currently indicates directions to the district, town, or city of the province that no longer exists due to the abolition of the district-level government, or due to the change of the name of the local administrative unit due to the merger of the province and commune levels. At the same time, check to adjust the distance instructions to match the new place name.

Functional units also need to review other road signs related to changes in administrative place names, destination name directions and distances (for example, distance information recorded on kilometer columns to specific places) that need to be adjusted and propose an implementation roadmap.

Based on the implementation of the above tasks, the road management unit will develop a master plan for the routes, including specific contents on the route, funding sources, and implementation responsibilities, then report to the Vietnam Road Administration and the Provincial People's Committee for early implementation. The deadline for reporting is before July 31.

According to the Vietnam Road Administration, it is necessary to adjust traffic signs with information related to changes, adjust place names on signs and adjust place names on signs indicating directions to new places, replacing old places, and adjust the distance between places and locations.

However, adjusting all of these contents requires a lot of money and time (including procedures for project investment permission, survey organization, project establishment, appraisal and approval, design, estimate, open bidding and other procedures, and construction organization).

"For administrative boundary signs, the number of signs of this type is not much, the cost of implementation is not large, the location has been specifically determined and there is no difficulty in implementation, so the Vietnam Road Administration has requested road management units to replace them immediately and complete them before July 15," said the leader of the Vietnam Road Administration.

Changing signs indicating place names requires local consensus

Regarding the replacement and adjustment of signs indicating the destination, directions, and exits to the place name, the Vietnam Road Administration stated that now the district, town, and provincial city levels no longer exist, so there needs to be consensus among many relevant parties on new place names for guidance in order to create unity among agencies and forces in implementing traffic management, organization, and operation; creating convenience for traffic participants when the old place name is replaced by a new one.

For example, the current sign on the Hanoi - Cau Gie - Ninh Binh highway to guide to Phu Ly city, now replaced with a new place name must have the consensus of the forces, especially the opinion of the local government. In this case, the new place name Phu Ly Ward can be used (if any), but it needs the consensus of the locality and the Traffic Police. However, many provincial cities after the arrangement do not use the old city name for the new ward, so choosing a new place name will be more difficult.

For this type of sign, the Vietnam Road Administration has requested road management units to agree with relevant units on the administrative place name on the sign before replacement.

At the same time, review other road signs related to changes in administrative place names, destination directions and distances. Priority will be given to adjusting signs and cases affecting traffic safety. At the same time, establish a master plan for the routes, with specific content on routes, funding sources, and responsibilities for implementation, and report to the Vietnam Road Administration and the provincial People's Committee.

For unfinished projects, the Department also requires investors to immediately adjust administrative place names, directions, turns, and exits to new places in accordance with the new administrative units, thereby saving costs and increasing project efficiency.
