Ho Chi Minh City deploys VBDLIS software to manage land after consolidation, improving efficiency, modernizing the issuance of pink books and processing records from July 1, 2025.

From July 1, 2025, Ho Chi Minh City will officially operate under a two-level government model with 168 wards after the merger, forming the largest economic -administrative center in the country.

To effectively perform its tasks in the new situation, the City has deployed training on the exploitation and use of land management software and the issuance of certificates of land use rights, house use rights and other assets attached to land (pink books) for cadres, civil servants and public employees directly receiving and processing land records at the commune level and specialized agencies at the city level; at the same time, it has established a plan to effectively manage local land resources in the coming time.

Mr. Nguyen Toan Thang, Director of the Department of Agriculture and Environment of Ho Chi Minh City, said that after merging with Binh Duong and Ba Ria-Vung Tau provinces, Ho Chi Minh City only has more than 5 million land plots.

As the administrative boundary space is expanded, the demand for land transactions, land use, land use rights transfer, and land change registration in the City will increase, requiring planning, land use management, and issuance of red books to be organized systematically, uniformly, and modernly, based on a digital cadastral data platform and a land information system that is connected, accurate, updated, and synchronized among localities.

On that basis, the leaders of the three localities of Ho Chi Minh City, Binh Duong and Ba Ria-Vung Tau met and agreed to use a single software to issue pink books to people from July 1, 2025, which is the VBDLIS software.

This is a software solution developed and deployed on Viettel's cloud computing infrastructure to support localities in building, managing, storing and operating land databases, including providing online public services on land; allowing people and businesses to perform administrative procedures related to land online, such as registering land changes, issuing pink books, etc.

This helps ensure the accuracy and synchronization of land data, while supporting data connection with other systems such as the tax system. Currently, the land database of the two provinces of Binh Duong and Ba Ria-Vung Tau is being updated on VBDLIS software.

Also according to Mr. Nguyen Toan Thang, in the two-level government model, the commune level plays the role of a direct grassroots government level, carrying out most administrative procedures related to people's lives, activities and production, including land procedures.

Therefore, the organization, management and effective operation of the cadastral database system is not only a mandatory requirement for specialized agencies at the City level, but also requires the active participation and close coordination of commune-level authorities to ensure that land information is managed uniformly from the grassroots to the City; meeting the needs of land transactions and use of people and businesses.

To effectively carry out the above tasks, the Department of Agriculture and Environment of Ho Chi Minh City organized an online training session on the processing of registration dossiers for granting certificates of land use rights, house use rights and other assets attached to land based on centralized cadastral database for the People's Committees of districts, towns and Thu Duc city of Ho Chi Minh City; People's Committees of districts and cities of Binh Duong province and People's Committees of districts and cities of Ba Ria-Vung Tau province to deploy to the personnel of the People's Committees of wards and communes according to the 2-level government.

Through the training session, officials and civil servants directly involved in land management at the commune level were updated with more knowledge and given specific instructions on how to use the software to receive and process people's records on the National Public Service Portal.

At the same time, better understand how to update and exploit the centralized cadastral database, serving the registration and issuance of certificates of land use rights, house use rights and other assets attached to land; manage cadastral records in accordance with regulations of the agricultural and environmental sectors.

Regarding the operational plan, in the 2025-2030 term, the Department of Agriculture and Environment of Ho Chi Minh City focuses on effectively managing land resources, considering this a key task for socio-economic development.

Land use planning, land valuation close to the market and development of the land use rights market are important pillars. The city speeds up the progress of compensation, support, resettlement through auctions, transparent bidding and site clearance of key traffic axes according to the TOD model.

The city also prioritizes the development of renewable energy and clean energy. In addition, environmental protection focuses on improving air quality and effectively treating solid waste and wastewater.

In particular, the Department of Agriculture and Environment of Ho Chi Minh City proactively participates in perfecting the legal corridor on land, environmental protection and resource management in the area during the period of merging local administrative organizations of three provinces and cities in the spirit of Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in building and enforcing laws to meet the requirements of national development in the new era.

With the spirit of innovation, strong political will and strong will to rise up, the Department of Agriculture and Environment of Ho Chi Minh City will strive to successfully implement major policies of the Central and the City, comprehensively complete assigned political tasks, and actively contribute to the rapid and sustainable development of the City in the future./.
