Tay Ninh: Do not trade the environment for economic growth

Thanks to making the most of its existing advantages (geographical location, infrastructure, etc.) and having many suitable policies, in recent times, Tay Ninh province (including the two merged provinces of Long An and Tay Ninh) has made many breakthroughs in attracting investment and developing industry. As one of the leading localities in industrial development in the Mekong Delta and the Southeast, Tay Ninh still ensures good environmental protection.

Take advantage and maximize the advantages

For many years, Tay Ninh province has always been the leader in the Mekong Delta region in attracting investment with many enterprises and industrial parks coming into operation. In particular, Long An province (old) is often in the leading group of the country in terms of competitiveness. According to the Prime Minister's planning approval, in the period of 2021-2030, Long An province (old) has 51 industrial parks (IPs) with a total planning area of ​​12,433 hectares. To date, 37 IPs have been established with an area of ​​10,015.59 hectares; of which, 26 IPs are eligible to receive investment with an area of ​​5,982.14 hectares, with an occupancy rate of 69.22%. Currently, 11 IPs have been approved for investment and are implementing procedures for site clearance and infrastructure investment in IPs with an area of ​​3,230.79 hectares. In addition, there are 14 industrial parks being invested.

In addition, Long An province (old) has 72 planned industrial clusters; of which 17 have been put into operation with an area of ​​857 hectares, the occupancy rate reaching 90.9%. In addition, 25 industrial clusters with an area of ​​1,278 hectares are implementing investment procedures and building technical infrastructure.

Environmental assurance

Mr. Nguyen Tan Thuan, Deputy Director of Tay Ninh Department of Agriculture and Environment, said that in the process of industrial development, the province always pays special attention to environmental protection, especially the issue of wastewater and industrial waste treatment in industrial parks and clusters. When receiving investment, the province prioritizes attracting investment projects using modern technology, clean technology, energy saving and environmentally friendly; limiting the acceptance of industries with potential risks of causing pollution. The province always requires enterprises investing in infrastructure of industrial parks and clusters to invest in the construction and completion of centralized wastewater treatment systems before putting them into operation and receiving investment. For industrial parks and clusters in operation, they must operate the wastewater treatment system according to technical procedures and conduct environmental monitoring according to regulations.

In addition, the classification, collection and treatment of industrial waste is also strictly controlled. Enterprises are responsible for self-reviewing and classifying according to the waste list, and performing the responsibilities of industrial solid waste source owners in accordance with regulations. The results of air environment monitoring at industrial parks and industrial clusters in the area recently all showed good results. The monitoring parameters of CO, NO2, SO2, dust... at sampling points all met the permitted standards, within the limits of QCVN 05:2013/BTNMT (replaced by QCVN 05:2023/BTNMT).

Regarding the water environment, currently 100% of operating industrial parks have built centralized wastewater treatment plants according to regulations and are operating regularly. Through inspection, most of the centralized wastewater treatment systems of industrial parks have treated to meet the permitted discharge standards. Currently, wastewater treatment facilities in industrial parks operate stably and the operating capacity is lower than the design capacity, so there is no phenomenon of system overload. Industrial parks are also granted certificates of completion of works and environmental protection measures serving the operation phase according to the approved environmental impact assessment report.

For industrial parks, the total amount of wastewater generated at operating industrial parks is about 6,000m3/day and night. Currently, 16/18 industrial parks have built centralized wastewater treatment systems and 2 industrial parks in operation do not have wastewater treatment systems, Duc Hoa Dong industrial park and Duc Hoa Ha industrial park, which are both being renovated. However, wastewater at secondary units in the above 2 industrial parks are all treated to meet the standards QCVN 40:2011/BTNMT.

For the environment, solid waste generated from industrial production processes is divided into two main types: normal solid waste and hazardous waste. In which, normal solid waste includes domestic solid waste of workers and non-hazardous industrial solid waste. The composition and volume of solid waste generated at each facility depends on the industry, scale and capacity of the industrial facilities. Currently, in the industrial parks and industrial clusters in the area, the collection and treatment of industrial waste is carried out quite well by enterprises, with a high collection efficiency. The collection rate of non-hazardous and hazardous industrial solid waste is estimated at about 90% (about 10% of the remaining industrial solid waste is reused or stored by enterprises).

According to Mr. Nguyen Tan Thuan, Deputy Director of the Department of Agriculture and Environment of Tay Ninh province, the province firmly believes that industrial development goes hand in hand with environmental protection, and absolutely does not trade the environment for immediate economic growth. With the efforts of the entire political system and the people, recently, the "hot spots" of environmental pollution in the province no longer exist. The province has risen to 12th place nationwide in the PGI rankings in 2023, and 6th place nationwide in the PGI rankings in 2024, demonstrating the balance between economic development and sustainable environmental protection.
