Ho Chi Minh City plans to build a general hospital in Con Dao special economic zone

On the afternoon of July 3, the Ho Chi Minh City Department of Health held a meeting with leading experts on capacity building for the Con Dao Special Zone Medical Center. This is a medical center that not only serves the people living on the island but also receives tens of thousands of tourists and officials every year.

According to Associate Professor, Doctor, Doctor Tang Chi Thuong, Director of the Ho Chi Minh City Department of Health , recently, the Con Dao Special Zone Medical Center has been newly built and invested in quite modern equipment.

"However, the biggest difficulty is still the lack of qualified medical personnel... which has not been resolved. The issue of emergency care, childbirth, dialysis, sea accidents... is a long-standing concern for local people, tourists and investors alike," the Director of the Ho Chi Minh City Department of Health acknowledged.

During the first working days of the new Department of Health Board of Directors, the topic of capacity building for Con Dao health care was of interest to the department's leaders and discussed with leading experts.

At the meeting, the city's health sector determined to implement solutions to improve Con Dao's medical capacity in 2 phases:

Phase 1: Deployed in the third quarter of 2025. Accordingly, skilled doctors will be rotated to the island according to each specialty, including obstetrics, surgery, internal medicine, and pediatrics; remote consultations will be organized, and online continuing education (CME) will be provided for medical staff of the Con Dao Military-Civilian Medical Center.

This phase prioritizes the development of safe and on-site obstetrics with a full obstetric, anesthesia, and neonatal resuscitation team – reducing dependence on costly and risky transfers by ship or helicopter.

In addition, strengthening the capacity of trauma, internal medicine and pediatric emergency care, meeting the common medical care needs in Con Dao such as: sea accidents, tourist accidents, emergency needs for children and the elderly. In addition, building an on-site blood bank to ensure safe emergency care in obstetrics, surgery and critical situations is also a priority.

In phase 2, the health sector will develop a project with specific policies for Con Dao health care: aiming to form a general hospital with an appropriate scale; strengthening links and professional support with major hospitals such as Hung Vuong, Nhi Dong 1, Binh Dan, Nhan Dan Gia Dinh, etc.

In particular, the Department of Health coordinates with medical universities in Ho Chi Minh City to develop a residency training program with rotational practice at Con Dao Medical Center/Hospital, which is an opportunity to provide training and experience in a special environment for resident doctors; and propose policies to retain and attract medical personnel to work in Con Dao.

"It is expected that the Department of Health will organize a field survey in Con Dao with the participation of leading experts, to assess the reality and develop a suitable, feasible and sustainable implementation plan," Associate Professor, Dr. Tang Chi Thuong informed.

Associate Professor, Doctor, Doctor Tang Chi Thuong also said that the first rotation of city specialists will soon be organized to work at the Con Dao Military-Civilian Medical Center. This is not only a professional action, but also a strong message: the city's healthcare after the merger will not only expand geographically, but also expand in service spirit, bringing quality treatment to even the most remote island.
