Timely policy

At the meeting, the HCM City People's Council passed 35 resolutions. Notably, many resolutions reflected policies for cadres, civil servants, and public employees.

Accordingly, cadres, civil servants, public employees, and workers affected by administrative unit reorganization will receive housing rental support from 4.8 million VND to 10.4 million VND/month, depending on the position allowance coefficient. Cadres, civil servants, and public employees will receive additional income of up to 1.8 times the salary scale, level, and position; or up to 3 million VND/month depending on the specific subject.

At the meeting, the resolutions were passed with a very high rate of consensus.

In addition, cadres, civil servants, public employees, part-time workers, and workers who quit their jobs after being reorganized can borrow up to 300 million VND/person.

In the field of education , the Ho Chi Minh City People's Council passed a Resolution on policies for developing preschool education in industrial zones and areas with a large labor force. Specifically, preschools with less than 30 children will receive a support of 35 million VND; from 30 to less than 50 children will receive a support of 55 million VND; from 50 to 70 children will receive a support of 70 million VND.

Nursery schools, kindergartens, and preschools with more than 70 children will receive support of 70 million VND/facility. Preschool children who are children of workers and laborers will receive support of 240,000 VND/child/month; preschool teachers will receive 1 million VND/person/month. The implementation period of the above resolution is from September 1, 2025.

In the field of transportation and urban areas, the Ho Chi Minh City People's Council passed a Resolution approving the investment policy for the project to complete the Go Cong intersection and the branch connecting Hanoi Highway to the Go Cong intersection on Ring Road 3. This is a group A project with a total investment of more than 12,400 billion VND, with implementation time until 2029.

Delegates also agreed on the content of approving the adjustment of the investment policy for the project to build the Thoi An - Thanh Xuan Inter-ward Road (route 2) with a total investment of more than 1,150 billion VND, with implementation time until 2028.

Clear people, clear work, clear responsibilities

Speaking at the closing session, Chairman of the Ho Chi Minh City People's Council Vo Van Minh acknowledged that the 35 resolutions passed at the session were very important.

The resolutions not only meet practical requirements after the merger of administrative units, creating a legal basis for direction, administration and motivation to promote socio -economic development, but also gradually perfect the two-level local government model, taking care of the lives of the people as well as the team of cadres, civil servants and public employees. Many policies in the fields of social security related to health, education, the elderly, etc.

"All resolutions were passed with a very high consensus rate, demonstrating the political determination and strong spirit of action of the entire system" - Chairman of the Ho Chi Minh City People's Council emphasized.

In order for the 35 resolutions to quickly come into effect and create clear changes in all areas, the Chairman of the Ho Chi Minh City People's Council requested the City People's Committee, departments, branches and People's Committees of wards, communes and special zones to urgently issue plans for implementation in the direction of clearly defining people, tasks, deadlines, resources, responsibilities and products. At the same time, regularly urge, supervise and inspect the implementation to promptly detect and correct any shortcomings and weaknesses right from the start.

Ensuring efficiency

The Chairman of the Ho Chi Minh City People's Council also proposed to continue to proactively review and promptly propose new mechanisms and policies that are suitable to the city's reality, development orientation, and legitimate aspirations of the people, cadres, civil servants, and workers in the area.

Regarding urgent issues closely related to the development needs of Ho Chi Minh City, Mr. Vo Van Minh suggested that departments, branches, and the Ho Chi Minh City People's Committee coordinate with the City People's Council to carefully prepare the contents for the upcoming 4th session. In addition, continue to review a number of policies that still have opinions to ensure practicality and suitability with the aspirations of cadres, civil servants, and the people.

Regarding the issues that delegates were concerned about and spoke about at the meeting about public investment, social housing, public housing, solving difficulties in administrative procedures..., Mr. Vo Van Minh requested the leaders of departments and branches to advise the Ho Chi Minh City People's Committee to direct and perform the tasks well.

At the meeting, delegates contributed nearly 80 million VND to support people in the Central region affected by floods and storm No. 5.

Focus on birth promotion work

The meeting passed a Resolution regulating reward and support policies for collectives and individuals who perform well in population work in Ho Chi Minh City.

Accordingly, women who give birth to two children before the age of 35 will receive a one-time cash support of VND5 million - an increase of VND2 million compared to the city's previous policy. Communes that have achieved and exceeded the rate of 60% of couples of childbearing age giving birth to two children for 3 consecutive years will be proposed to receive a Certificate of Merit from the Chairman of the City People's Committee along with a cash support of VND30 million. Communes that have achieved and exceeded the rate of 60% for 5 consecutive years will be proposed to receive a Certificate of Merit from the Chairman of the City People's Committee, along with a cash support of VND60 million.

Pregnant women and newborns from poor and near-poor households, social protection beneficiaries, and those living in Thanh An island commune, Con Dao special zone are supported to conduct prenatal and newborn screening with a total amount of 2 million VND.
