On August 29, Tuan Dao commune held a conference to share experiences in responding to floods caused by storm No. 5. This was also an opportunity to honor individuals who did not fear danger and promptly rescued the people.

Earlier, on the morning of August 21, heavy rains occurred in Tuan Dao commune, with rainfall measuring over 300 mm in just 4 hours. At around 6 a.m. the same day, floodwaters from upstream poured in quickly, rising suddenly, causing widespread flooding. Strong currents with mud and rocks from hillsides and streams caused landslides in many locations, cutting off traffic and damaging many structures and roads. The flood came so quickly that many households were unable to evacuate their properties in time, suffering heavy losses.
At around 7am that morning, Ms. Lanh Thi Hong Huong and her 2-year-old daughter in Linh Phu village were trapped in their house with the door locked. Upon receiving the news, under the direction of the Military Command and the Commune Police, Mr. Nguyen Van Tuyen and Mr. Tran Van Giang quickly swam across the rushing water, broke the door and brought Ms. Huong and her daughter out safely.

Mr. Nguyen Van Tuyen recalled: “When I received information from my superiors, I only thought about how to quickly approach Ms. Huong’s house to save the mother and child. The flood rose too quickly, looking at the red water flowing, I thought the situation was urgent and we could not wait for the rescue boat to arrive, so I decided to swim with comrade Giang down the flood. When we broke the door and brought Ms. Huong and her child out, the water was up to our necks.”
The brave actions of Nguyen Van Tuyen and Tran Van Giang were recognized by the local government and people. On August 22, the People's Committee of Tuan Dao commune unexpectedly rewarded the two militia soldiers and proposed the Chairman of the People's Committee of Bac Ninh province to award them a Certificate of Merit.
According to statistics, the flood on August 21 caused heavy damage, with 63 landslides in Tuan Dao commune; nearly 150 households were flooded, many had to be relocated; 500 m of canals were eroded and buried; 400 m of irrigation pipes and 970 m of domestic water pipes were damaged and washed away. The domestic water supply system to Linh Phu village was severely damaged, greatly affecting the lives of many families.
Comrade Nguyen Ngoc Khue, Secretary of the Party Committee of Tuan Dao commune, said: From the practical implementation of response work to the flood on August 21 and storm No. 5, Tuan Dao commune continues to thoroughly grasp the spirit of proactive "4 on-site" in natural disaster prevention and control; calling on local officials and people to strengthen solidarity, join hands to overcome difficulties, and soon stabilize life.
