On June 26, 2025, the Provincial People's Committee issued a decision to establish the Provincial Land Fund Development Center on the basis of merging district-level centers and taking over the land auction function from the Center for Natural Resources and Environment. With the task of advising, managing and effectively exploiting public land funds, organizing compensation, resettlement and directly implementing land use rights auctions, the Center is considered the "key" in mobilizing resources from land, serving the socio -economic development of the province.
Immediately after its establishment, the center reviewed 153 land plots with a total area of over 5,560 hectares assigned for management. Of which, 5 new land plots were assigned for management by the Provincial People's Committee from July 1, 2025, including a 12% land fund (the land fund of the Investor after completing the site and returning it to the State) in the urban areas of Phu Loc I+II, Phu Loc III; Nam Hoang Dong I; TMDV1 land plot (commerce - services) in Dong Kinh ward; non-tariff land plot (in the border economic zone, serving logistics, warehousing, trade services...) in Hoang Van Thu commune; 148 public land plots previously managed by the district-level land fund development center.
In 2025, the Ministry of Finance assigned Lang Son province an estimated revenue from land of 533 billion VND, while the Provincial People's Council set a higher target - over 1,370 billion VND, accounting for nearly 40% of total domestic revenue. Up to this point, the province has only collected over 623.5 billion VND from land use, reaching 45% of the estimate assigned by the province. |
Based on the review, the center has drafted a plan to auction land use rights in 2025, including 4 land plots: 12% land fund of Phu Loc II urban area (36 plots), 12% land fund of Nam Hoang Dong I urban area (0.218 ha), TMDV1 land plot in Dong Kinh ward (0.848 ha) and smart border gate wharf land plot at Huu Nghi international border gate (4.5 ha, expected to complete site clearance by the end of September 2025).
Mr. Vi Nong Truong, Director of the Land Fund Development Center, said: The biggest advantage now is that the auctions are held publicly and transparently according to the price list of the Provincial People's Committee. The Center has coordinated with departments, branches, and localities to review boundaries and landmarks, ensure clean land before the auction, and develop plans for the auction. We will select consulting units and organize auctions in accordance with regulations, approaching market prices to increase budget revenue, while meeting the needs of socio-economic development.
At the same time, the center is conducting an inspection of all 153 land plots. Land plots that are not under its authority will be proposed to be handed over to the commune-level People's Committee for management according to the 2024 Land Law. Areas under its authority will be planned for auction or short-term lease to avoid wasting resources.
As a member of the Land Valuation Council, the Department of Finance has closely coordinated with the Department of Agriculture and Environment and consulting units to advise on starting prices and specific land prices. This is an important step to bring land prices closer to the market, serving as a basis for auctions.
Ms. Nguyen Anh Yen, Deputy Director of the Department of Finance, said: Implementing the provisions of the 2024 Land Law, in 2025, the province has adjusted and supplemented the land price list for the period 2019 - 2024, and extended the application until the end of 2025. Regarding the land auction plan for 2025, the Provincial People's Committee has assigned the Land Fund Development Center to organize the implementation. The land plots put up for auction will apply the starting price according to the adjusted price list; for land plots for one-time lease payment, the Department of Agriculture and Environment will develop specific land prices, submit them to the Appraisal Council and the Provincial People's Committee for approval, as a basis for determining the starting price in accordance with regulations.
At the grassroots level, wards and communes are proactively reviewing public land funds. Ms. An Thi Hong Uyen, Head of the Economic - Infrastructure and Urban Department, Luong Van Tri Ward, said: We have established a team to inspect the current status of public houses and land in the ward. After reviewing and classifying, the ward will coordinate with the regional land fund development branch to develop a plan to put suitable land and assets up for auction, lease or convert for new public purposes. This helps to effectively use existing land funds, avoiding waste of resources.
It can be seen that the land auction solution is being implemented synchronously in many aspects: strict management of land funds, transparency in determining starting prices, closely linked with urban development planning and border gate infrastructure. Each land plot put up for auction not only generates revenue but also opens up new development opportunities for the locality.
