According to the Irrigation Works Exploitation LLCs (irrigation companies) in Hai Phong city, in the past, the implementation of adjusting the irrigation, drainage, and irrigation water supply areas signed between the People's Committees of new communes and wards and the Irrigation Companies was slow, and the results achieved were still low.

Up to this point, among the 6 Irrigation Works Exploitation LLCs in the city, only Hai Duong Irrigation Works Exploitation LLC has completed the adjustment and re-signed irrigation and drainage contracts with new communes and wards.

The remaining 5 irrigation companies: Thuy Nguyen, Tien Lang, Vinh Bao, Da Do, An Hai are still coordinating with the People's Committees of the communes to complete the procedures for re-signing irrigation service contracts according to the new area and administrative unit.

Mr. Tran Quang Hoat, Chairman of An Hai Irrigation Company, informed that after implementing the 2-level local government, the entire area that the company signed irrigation and drainage contracts with the People's Committees of 10 wards in An Duong district before now has to be adjusted. The company has proactively worked with the new wards to complete the documents, supplement the contract appendix for the irrigation and drainage area due to changes in administrative boundaries to suit the actual situation. However, up to now, the company has not completed the signing of irrigation and drainage water supply contracts with any ward. Currently, the company is still coordinating with the specialized departments of the People's Committees of the wards to complete the documents, agree on the area that needs to be adjusted to sign contracts with the People's Committees of the localities.

The implementation of procedures and documents to adjust the irrigation and drainage water supply area in other localities in the city in the past also took a lot of time, and the progress of completion was slow, as in the previous areas of wards in An Duong district.

Mr. Nguyen Trung Kien, Chairman of Thuy Nguyen Irrigation Company and Mr. Do Van Trai, Chairman of Da Do Irrigation Company said that the adjustment of irrigation and drainage areas in new commune and ward administrative units has been slow in the past due to the large amount of work that needs to be adjusted, taking a lot of time to review, edit and supplement, especially for border areas.

For example, in the area of 5 districts: Do Son, Duong Kinh, Kien An, An Lao, Kien Thuy, previously managed by Da Do Irrigation Company, irrigation and drainage for agricultural production, aquaculture for more than 25,642 hectares; drainage of rural and urban areas for more than 13,934 hectares; drainage for industrial parks, factories 1,310 hectares in more than 50 communes and wards before, now the area must be adjusted to update to 16 communes and wards.

On the other hand, the workload of the specialized departments in the new administrative units has been quite large in recent times, requiring focused solutions, so there have been times when the coordination between the government and the company has not been highly focused. Some specialized staff have changed positions and work areas, so they have not fully grasped the areas and fields assigned to them...

Enhanced coordination

According to the Department of Agriculture and Environment, the rapid completion of the adjustment of irrigation water supply area contracts in new administrative units is of great significance in the management, operation and regulation of water resources for production and people's lives. Thereby, it helps irrigation companies better perform the public service tasks assigned by the city. This is also the basis for irrigation companies to continue to apply the signing of contracts to provide irrigation and drainage services to localities and units in the following years; at the same time, it is eligible to carry out the acceptance and liquidation of the order contract, and make the final settlement of the support fund for the use of irrigation public products and services in 2025 with localities.

In order to speed up the implementation progress, in the coming time, irrigation companies and localities need to coordinate closely, promptly, effectively, and soon complete the assigned work contents according to Official Dispatch No. 4800 dated August 4, 2025 of the Department of Agriculture and Environment.

In which, the Irrigation Works Exploitation LLCs, based on the water supply and irrigation contracts signed with the People's Committees of the old communes, cooperatives and the new commune-level administrative boundaries, coordinate with the People's Committees of the new communes to review and determine the volume of work and area supported with money for using public irrigation products and services in the area. Sign an appendix to adjust the water supply and drainage contracts according to the review content between the parties.

The People's Committee at the commune level needs to focus on directing specialized departments to closely coordinate with the Irrigation Works Exploitation Company Limited in the area, to review and determine the volume of work and area supported by money for using public irrigation products and services.
