Minister of Health: Vietnam's health sector has made great strides

(Dan Tri) - Speaking at the Party Congress of the Ministry of Health on the afternoon of August 28, Minister Dao Hong Lan said that Vietnamese healthcare is increasingly affirming its role in joining hands to solve global health challenges.

Vietnam is highly appreciated internationally for its implementation of the millennium goals in the health sector.

On the afternoon of August 28, the 1st Congress of the Party Committee of the Ministry of Health , term 2025-2030, took place in Hanoi. Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Le Thanh Long; Member of the Party Central Committee, Vice Chairwoman of the National Assembly Nguyen Thi Thanh attended the Congress.

Attending the Congress were 195 delegates representing 1,181 party members of 30 party organizations under the Party Committee of the Ministry of Health.

Speaking at the Congress, Party Secretary and Minister of Health Dao Hong Lan said that looking back at the journey of construction, labor, dedication and growth, the Vietnamese health sector has made great strides in both quantity and quality, meeting the increasingly high demand for medical care and treatment for the people.

Vietnam is highly appreciated by the international community for its implementation of the United Nations Millennium Development Goals in the health sector, with many indicators of the health system and public health surpassing many countries at the same level of development.

The healthcare system has been constantly strengthened and expanded from the central to local levels; from urban areas to mountainous areas, islands, remote and difficult areas. The professional qualifications, research capacity, and practical ability of the medical staff are increasingly improved alongside increasingly modern and advanced machinery, medical equipment, and medicines.

Vietnam's health sector is increasingly asserting its role in joining hands to solve global health challenges.

However, according to Minister Lan, in addition to the achieved results, the work of protecting, caring for and improving people's health still has limitations, inadequacies, difficulties and challenges, requiring stronger innovation to ensure the goal of universal health care in the new situation is guaranteed.

The Party building work of the Party Committee needs to continue to be directed and organized more deeply and comprehensively.

The head of the health sector also stated that the 1st Congress of the Party Committee of the Ministry of Health, term 2025-2030, took place in the context of the country facing new development opportunities, but also many challenges.

Especially, at a time when the Party, the State and the entire political system have been synchronously implementing historic and strategic breakthrough policies to bring the country firmly into a new era - an era of strong development and prosperity.

In particular, the highlights are the revolutions in the organization of the political system to be streamlined, strong, effective, efficient and effective; implementing the 2-level local government model; developing science and technology, innovation and digital transformation; promoting international integration; developing the private economy as a key lever, creating new opportunities for the strong development of the country in general and breakthroughs for the health sector in particular.

"Therefore, to contribute to the development of Vietnam's healthcare system with new steps forward, the task of the entire Party Committee is to make great efforts and high determination in both determining the vision, synchronous solutions, changing thinking, management methods as well as organizational and implementation capacity," the Minister emphasized.

The draft political report of the Party Committee has clearly defined the direction, goals, targets, 9 groups of implementing political solutions and tasks, 5 groups of tasks and solutions for Party building work as well as 3 groups of key breakthrough tasks. These are major issues, having decisive significance for the development of the Ministry and the industry not only in the short term but also in the long term.

The Ministry of Health needs to continue to be more united, proactive, courageous, and innovative.

Speaking at the Congress, Deputy Prime Minister Le Thanh Long said that health is the most valuable asset of each citizen and of the whole society. Protecting, caring for and improving health is the duty and responsibility of all of us, in which the medical sector is the core.

Throughout history, generations of Vietnamese revolutionary doctors have constantly strived, worked hard, overcome many difficulties, hardships, and even sacrificed to build glorious and proud pages of history for the country's healthcare system.

In particular, during the 2020-2025 term, the world situation has been complicated and unpredictable; especially the Covid-19 pandemic has appeared and broken out, threatening the lives and health of the people and severely affecting all sectors of the country.

In that context, the Ministry of Health in particular and the health sector in general have united and made efforts to overcome difficulties and challenges, successfully completing assigned tasks with outstanding results.

"The Ministry of Health has made great efforts and focused on drafting the Politburo's Resolution on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health with many important decisions such as: Focusing on disease prevention, improving health, physical strength, intelligence, stature and longevity; ensuring access to quality health services, investing in commune health stations, synchronously developing health human resources; implementing free hospital fees according to the roadmap...", said the Deputy Prime Minister.

The work of building and perfecting institutions and policies has been promoted, contributing to gradually handling bottlenecks, especially in the procurement and bidding of drugs, vaccines, medical supplies and equipment, etc. The quality of medical examination and treatment services has been improved, mastering many advanced techniques. The capacity of preventive medicine and grassroots health care has been strengthened; epidemics have been well controlled.

Science and technology, innovation and digital transformation in healthcare have been promoted and made important progress. 100% of the Ministry of Health's administrative procedures have been synchronized on the National Public Service Portal. Many medical facilities have deployed electronic health records on VneID, remote medical examination and treatment, applied electronic prescriptions and artificial intelligence to support treatment, used robots in surgery, etc.

According to the Deputy Prime Minister, in addition to the achievements, we also need to frankly acknowledge the limitations and shortcomings. Specifically, the work of advising on the institutionalization of the Party's policies still has some shortcomings; the capacity of grassroots health care and preventive medicine is still limited; the quality of medical examination and treatment, access to health services has not met the requirements; the work of Party building is still limited, some cadres and Party members lack self-cultivation and training, violate the Party's regulations and the State's laws and have been handled according to regulations...

Deputy Prime Minister Le Thanh Long noted some contents to the health sector.

Firstly, strengthen the building and rectification of a clean and strong Party in all aspects; improve the political capacity and fighting spirit of Party organizations and Party members.

Further enhance the spirit of solidarity and responsibility in sharing work, especially in difficult times; focus on thoroughly overcoming limitations and shortcomings, and not allowing violations in the implementation of assigned tasks...

Second, thoroughly grasp and effectively implement the Party and State's guidelines, policies and laws on protecting, caring for and improving people's health, especially the 12 key tasks that General Secretary To Lam requested during the working session with the Ministry of Health on February 24.

At the same time, focus on completing, submitting for promulgation and effectively implementing the Politburo's Resolution on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health and the National Target Program on health care, population and development.

Third, continue to innovate thinking about healthcare. Healthcare is not only about examining and treating patients, but more importantly, it is about taking care of people's health to limit diseases, improve health, physical strength, intelligence, stature, longevity, etc.

Fourth, research advanced health financing models, diversify financial resources, effectively combine the state budget, health insurance, people's payments and socialized resources; have breakthrough financial mechanisms for preventive medicine and grassroots health care.

Fifth, focus on investing in science and technology development, innovation and digital transformation in healthcare.

Sixth, there is a breakthrough strategy for developing human resources for the health sector. In particular, priority is given to allocating resources, investing in infrastructure, having outstanding policies and mechanisms for developing human resources for the health sector, ensuring quantity, quality, and structure of training majors.

At the same time, focus on improving medical ethics, awareness of respecting and protecting the life and health of patients; treating patients fairly, respecting their rights and dignity.

"With the glorious tradition and important achievements of the industry; promoting the quality of "A good doctor is like a mother"; we hope and believe that the health sector as well as the Party Committee of the Ministry of Health will strongly promote the spirit of solidarity, intelligence and innovation, creativity; strive to overcome all difficulties and challenges; and excellently complete all assigned tasks," said the Deputy Prime Minister.
