On the afternoon of July 3, Prime Minister Pham Minh Chinh chaired a regular Government meeting and an online conference between the Government and localities for June 2025.
Speaking at the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that with the Government's strong direction and the support of ministries and branches, Ho Chi Minh City achieved quite positive socio -economic results in the first 6 months of the year.
specifically, in terms of economic growth, Ho Chi Minh City (new) achieved 7.49%, of which Binh Duong was 8.3%; Ho Chi Minh City 7.82% and Ba Ria - Vung Tau 2.61% (due to oil and gas factors). In terms of investment attraction, Ho Chi Minh City (new) attracted 5.2 billion USD, of which the old Ho Chi Minh City was 3 billion USD, Binh Duong was 0.9 billion USD and Ba Ria - Vung Tau was 1.3 billion USD, a fairly high increase compared to the same period. In terms of budget revenue, Ho Chi Minh City (new) achieved 415,000 billion VND, of which the old Ho Chi Minh City was 322,000 billion VND, reaching 60% of the plan. In terms of disbursement, the whole Ho Chi Minh City currently has 46,800 billion VND, reaching 32.1%.
Regarding the work of streamlining the apparatus, under the strong direction of the Central Government, the Government, ministries and branches, throughout Ho Chi Minh City, 168 communes, wards and special zones have operated according to the 2-level local government model, operating smoothly in the past 2 days. Up to this point, people are very supportive, there have been no problems in handling administrative procedures of people in 168 communes and wards.
However, there is a problem with implementing administrative procedures without administrative boundaries (people can do it anywhere). Currently, the old Ho Chi Minh City has not yet deployed a public administrative center, so by the end of this year, Ho Chi Minh City will strive to resolve administrative procedures without administrative boundaries.
Regarding the removal of obstacles for businesses, Ho Chi Minh City has proactively removed obstacles, and has so far removed 70 projects to free up resources of over 400 billion VND, re-creating confidence for investors, especially large investors, to continue to trust and return to Ho Chi Minh City to invest.
According to comrade Nguyen Van Duoc, in the upcoming context, the economy in the last 6 months of the year will have difficulties due to the US Government's tax imposition, which will certainly have a significant impact on the city's production, thereby affecting the growth rate. However, the city is determined to maintain the growth target as directed by the Government, which is 8-8.5%, as a basis for double-digit growth in the near future.
The city continues to implement drastic solutions.
Firstly, continue to rectify and perfect the apparatus and model of the 2-level local government, in accordance with the spirit of streamlining, strength, effectiveness and efficiency, with the spirit of speeding up while lining up, implementing in accordance with the Central's direction to be smooth, without interruption in serving the people and businesses.
Second, due to the merger of three provinces and cities, the current division of functions of each province and city has changed. Ho Chi Minh City will focus on updating, adjusting and supplementing the new Ho Chi Minh City planning, so that the old Ho Chi Minh City becomes a center of finance and high technology; the old Binh Duong is the capital of industry and the old Ba Ria - Vung Tau will be the capital of the marine economy. In that direction, Ho Chi Minh City will adjust and update the planning.
Third, prepare documents for the Congress of the City Party Committee.
Fourth, continue to implement the three traditional growth drivers for growth, including public investment (in September, the Government will register to start the project to renovate and upgrade National Highway 22, Ho Chi Minh City - Moc Bai Expressway, continue to implement Ring Road 3 and 4 Expressways), promote industrial production, and promote consumption.
In addition to the three traditional driving forces, the city will focus on investing in and promoting three new driving forces. That is the International Financial Center. Currently, Ho Chi Minh City has prepared the leadership framework of the International Financial Center and is recruiting heads, Deputy heads, and staff, preparing for human resource training, and then sending these staff to other International Financial Centers for on-the-job training, ensuring that when the Government issues a decision to establish the management apparatus of the Ho Chi Minh City International Financial Center, this force will be the core, operating the center in a timely manner.
In addition, Ho Chi Minh City will promote the reception and development of Cai Mep specialized port cluster and Can Gio seaport. Ho Chi Minh City is continuing to promote reception and invest here to develop the port cluster.
The city will also continue to promote digital transformation and digital technology.
The city has registered to work with the Prime Minister and investors on a digital transformation ecosystem. The Chairman of the Ho Chi Minh City People's Committee believes that with the support of the Prime Minister and ministries and branches, it will certainly create motivation for investors to implement the country's digital transformation program.
Ho Chi Minh City will also focus on solving social housing resources. Currently, the city has disbursed funds to build about 25,000 units, and will soon achieve the target of reaching 100,000 units by the end of the term.
After the speech of comrade Nguyen Van Duoc, Prime Minister Pham Minh Chinh agreed with the proposal of Ho Chi Minh City, asking Ho Chi Minh City to send a document to the Government Office to arrange a schedule for the Prime Minister to work with Ho Chi Minh City and ministries and branches on artificial intelligence.
Permanent Deputy Prime Minister Nguyen Hoa Binh suggested that Ho Chi Minh City speed up the construction of an international financial center in Vietnam.
