The conference was agreed by the Standing Committee of the Provincial People's Council and the Provincial People's Committee on the contents to be resolved under the authority according to current regulations. Accordingly, through reviewing the Laws recently passed by the National Assembly , the Laws that have been issued and are still in effect, the decrees and circulars guiding their implementation, there are 11 specialized Laws that have changed and adjusted the authority of the Provincial People's Council, the Standing Committee of the Provincial People's Council and the Provincial People's Committee. Of which, the Provincial People's Council has 32 newly delegated authorities according to current regulations, 3 abolished authorities, 1 authority delegated to the Standing Committee of the Provincial People's Council, and 9 authorities delegated to the Provincial People's Committee.
For the Standing Committee of the Provincial People's Council, there are 10 new decentralized authorities according to current regulations, 3 authorities are abolished, 2 authorities are decentralized to the Provincial People's Committee; In addition to the authorities implemented according to current regulations, the Provincial People's Committee has 4 authorities abolished, 5 authorities are decentralized and transferred from the Provincial People's Committee to the Provincial People's Council.
The conference also agreed on the list of resolutions passed by the Provincial People's Council during the 2021-2026 term that are still in effect and need to be amended and supplemented when implementing a two-level local government. Since the beginning of the term, the 14th Provincial People's Council has resolved and issued 86 resolutions as legal documents, of which 70 are still in effect. Of these, 19 resolutions need to be amended, supplemented, replaced, abolished or newly issued due to their content no longer being suitable for practical implementation, and 42 resolutions have content on decentralization to the district level, which need to be amended and supplemented when implementing a two-level local government.
Concluding the conference, Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested the Provincial People's Committee to direct relevant departments and branches to urgently coordinate with the Provincial People's Council Committees to continue reviewing regulations on authority, advising the Provincial People's Committee and the Standing Committee of the Provincial People's Council to develop content and documents to submit to the Provincial People's Council for consideration and resolution according to strict procedures, ensuring compliance with regulations on authority delegated to the Provincial People's Council, the Standing Committee of the Provincial People's Council and the Provincial People's Committee and requirements for practical state management in the locality.
He requested the Provincial People's Committee to direct specialized departments and branches to continue to comprehensively review the resolutions of the Provincial People's Council issued during the 2021-2026 term that are still in effect, especially resolutions with contents directly regulating decentralization, delegation of power and organizational apparatus model; specifically assess the suitability of each resolution in the conditions of implementing the 2-level local government model from July 1, 2025; clearly identify which contents need to be amended, supplemented, replaced, abolished or newly issued to promptly submit to the upcoming Provincial People's Council sessions, ensuring consistency with the current legal system and consistency in implementation at all levels of government.
Also at the conference, delegates agreed on the draft thematic monitoring report of the Provincial People's Council Standing Committee and the Provincial People's Council Committees and the results of monitoring and resolving voters' recommendations when implementing the 2-level local government model.
