On July 1, the Provincial People's Council issued a resolution to establish 14 departments and branches and 2 equivalent organizations. The Provincial People's Committee also appointed 128 leaders for departments and branches. Currently, the units are urgently developing regulations on functions, tasks, powers and organizational structure.

According to the report of Mr. Do Van Chung, Director of the Department of Home Affairs of Lam Dong province, the Provincial Public Administration Service Center has coordinated with departments and branches to arrange civil servants to receive records and administrative procedures at the provincial one-stop department, ensuring smooth and uninterrupted handling of administrative procedures.
Notably, 100% of administrative units in the province (140 units) have used the new document management and administration software system, interconnected within the province and connected to the national document axis through the provincial data integration sharing platform (LGSP). The authorities have also configured the units and new identification codes for all 140 units, created and granted permissions to 5,397 accounts, and completed the interconnection with the National Public Service Portal, the population database system, online payment and other ministries and branches' systems.
At the commune level, all 124 communes, wards and special zones have officially operated under the new model. Localities have held meetings of the Party Executive Committee and the 1st Session of the People's Council to establish specialized departments, Public Administration Service Centers, promulgate functions, tasks, powers and perfect the staff and civil servants.
The Commune Public Administration Service Center has coordinated with the Provincial Center to set up a one-stop office, connect the system, identify civil servant accounts to handle administrative procedures and publicize these procedures. Although in the early days, the connection to the national public service portal was congested due to overload, the system still recorded a good number of records received and processed in the province.
Issues that need to be resolved soon
However, the implementation process is not without difficulties. According to the records of the commune-level authorities, some localities are still confused in implementing tasks due to changes in organizational models. Some administrative procedures on the network environment have not been implemented due to the lack of business license forms, land use right certificates and specialized machinery systems.
The uneven application of information technology and internet connection among localities is also an obstacle. In addition, the working headquarters in some communes are still cramped, lacking rooms, and do not meet the material facilities for the new apparatus when tasks and personnel are decentralized.
Comrade Vu Duc Nhuan, Chairman of the People's Committee of Son Dien Commune, said that the power line to the commune center is still weak, with frequent power outages, causing difficulties in handling administrative procedures. He recommended that provincial leaders pay attention to and invest in the commune's power system in the coming time. Similarly, some communes such as Quang Phu, Quang Tan..., the network transmission line is also weak, needing attention and upgrading.
In addition, the human resource level of officials, especially IT skills, in some communes is still uneven, leading to confusion in processing documents for people in the process of operating the new system.
