Focus on comprehensive development of traditional medicine

On the morning of July 4, the Ministry of Health held an online conference to review 5 years of implementing Decision 1893/QD-TTg, dated December 25, 2019 of the Prime Minister on the Traditional Medicine Development Program (TMDP), combining TMDP with modern medicine. Attending and chairing at the Dak Lak bridge point were Vice Chairman of the Provincial People's Committee Nguyen Thien Van; representatives of relevant departments and branches.

The report at the conference said that nationwide, at the central level, there are 5 traditional medicine hospitals, of which 2 are under the Ministry of Health .

At the provincial and district levels, 58/63 provinces and centrally run cities have traditional medicine hospitals, reaching 92% (not yet meeting the target of 95% of provinces and centrally run cities having traditional medicine general hospitals or traditional medicine general rehabilitation hospitals at the provincial level in Decision No. 1893/QD-TTg).

At the commune level, the rate of communes implementing medical examination and treatment using traditional medicine reached 83.6%, an increase of 5.4% compared to 2019 (not reaching the target of 95% of commune, ward, town health stations and equivalents implementing consulting activities on the use of traditional medicine in health care or organizing traditional medicine examination and treatment according to the set program).

In Dak Lak, the state management system of traditional medicine is increasingly improved. In the whole province, 100% of commune-level health stations deploy traditional medicine services or provide consultation on the use of traditional medicine; 100% of provincial hospitals have traditional medicine departments. The rate of traditional medicine examination and treatment, combining traditional medicine with modern medicine, increased by 20% at the provincial level and 30% at the communal level.

In recent times, the Ministry of Health has actively coordinated with relevant ministries, departments, branches and agencies to strengthen activities against smuggling, trade fraud, production and trading of counterfeit and poor quality medicinal products.

From July 2019 to December 2024, the Department of Traditional Medicine Management (Ministry of Health) has issued 1,462 registration certificates for circulation of traditional medicines, traditional medicinal ingredients, and medicinal herbs; 121 certificates of confirmation of drug information and drug advertising content; 47 certificates of Good Manufacturing Practice for medicinal herbs, traditional medicinal ingredients, and traditional medicines (GMP)...

Although there have been many efforts in implementing the Traditional Medicine Development Program, combining Traditional Medicine with modern medicine, most of the goals set out in the Program have not been achieved; the tasks assigned to the Ministry of Health have not been completed.

Although traditional medicine hospitals have invested in upgrading infrastructure and equipment, they have not really attracted patients to come for medical examination and treatment; the training framework for traditional medicine is not suitable for reality; investment in resources for traditional medicine is not commensurate with the role and importance of traditional medicine in public health care; the development of traditional medicine is still not commensurate with its inherent potential and strengths.

Concluding the conference, Deputy Prime Minister Le Thanh Long requested Party committees, authorities, and socio-political organizations at all levels to focus on comprehensively developing traditional medicine, diversifying service types, and enhancing the combination of traditional medicine with modern medicine; creating a clear shift in the work of inheriting, preserving, and strongly developing traditional medicine; strengthening the management of the quality of medicinal herbs and traditional medicines; consolidating and developing the traditional medicine network and the Vietnam Oriental Medicine Association.

Along with that, promote the development of medicinal herbs, focus on medicinal plants with high economic value, link the development of medicinal herbs with economic development, hunger eradication and poverty reduction, especially in mountainous areas and ethnic minority areas; strengthen the promotion and bring Vietnamese traditional medicine to the world.
