The Office of the President recently held a press conference to announce the laws passed by the National Assembly at its recent 9th Session.
Introducing some new contents of the Law on Teachers, Deputy Minister of Education and Training Pham Ngoc Thuong said the Law improves income policies for teachers, with the salary ranked highest in the salary scale system.
Specifically, Article 23 of the Law on Teachers stipulates that "teachers' salaries are ranked highest in the administrative career salary scale system" and the Government is assigned to specify detailed salary policies for teachers.

Currently, the Ministry of Education and Training is urgently developing and completing a draft decree regulating policies on salaries, allowances, and support regimes to attract teachers, ensuring consistency when the law comes into effect. At the same time, it is advising the Government to rearrange the salary tables of a number of teacher positions (such as preschool teachers, general education teachers, university preparatory teachers, and grade IV vocational education teachers). The goal is to ensure consistency in the salary tables applied to professional positions of teachers, civil servants, and other sectors and fields.
In addition, teachers will receive additional allowances such as special allowances, responsibilities, incentives, subsidies for disadvantaged areas, subsidies for inclusive education, seniority, and mobility. This ensures teachers' living standards, helps teachers feel secure in their work, dedication, and comprehensive income increase.
The Law on Teachers also adds policies to support and attract teachers to meet the demand for high-quality human resources to work in the sector. These include support for public housing, rent in particularly difficult areas; periodic health benefits, vocational training regardless of public or non-public...
Preschool teachers who wish to retire up to 5 years earlier without a reduction in pension if they have paid social insurance for 15 years; in which, professors, associate professors, doctors or teachers working in specialized fields can retire at an older age to retain talent.
The law also stipulates standards for teaching staff and staff development to improve the quality of education. This is to create a common quality level for the entire staff, ensure fairness, increase transparency, recruitment must be linked to pedagogical practice, ensure quality input, appropriate to each level of education and training level.
Teachers have the responsibility to maintain professional ethics and have strict sanctions for violations by teachers.
Notably, Deputy Minister Pham Ngoc Thuong said that the law gives the education sector the initiative in recruiting and using teachers. In particular, the Minister of Education and Training will regulate the authority to recruit teachers in preschool, general education, and continuing education institutions.
According to Mr. Pham Ngoc Thuong, the summary of the first 6 months of the year shows that the number of student applications to Hanoi Pedagogical University has increased significantly, one of the reasons is the passing of the Law on Teachers.
In the coming time, the Ministry of Education and Training will advise on building a resolution on educational and training breakthroughs, with the foundation of creating a team and force of teachers for the development of the education sector.
