Effectiveness from innovative management thinking

The Department of Science and Technology (DOST) is one of the first units to comprehensively deploy a paperless administrative model. The entire process of assigning tasks, approving, monitoring and holding meetings is carried out on an integrated digital platform, completely replacing paper documents and emails. This platform not only saves time and costs, but also ensures transparency, data connectivity and real-time performance control, marking the transition from traditional administration to comprehensive digital governance.

The initial efficiency that the Department has achieved comes not only from technology but also from innovative thinking. Officers and specialists proactively propose and flexibly apply digital tools to each specific group of tasks. Many processes that previously took several days now only take a few hours thanks to the work processing system with operation logs, clear hierarchy and detailed progress tracking capabilities, which has improved operational efficiency. Some departments and offices have completely eliminated paper documents in internal operations, moving towards a more modern, green and efficient working environment.

The practical results from the pilot phase have become a solid foundation for the Department of Science and Technology to advise the City People's Committee to issue a plan to synchronously deploy the digital platform (NTS) throughout the area.

An officer shared that using NTS in task implementation helps the consulting and handling process become more proactive, fast and easy to monitor progress more accurately. In addition, each individual will also grasp the work performance and quantity of output products to promptly adjust solutions, build plans suitable to reality, and at the same time ensure the quality of assigned work.

Transforming public service culture

At the first meeting of the Government Steering Committee on digital transformation, the Prime Minister emphasized: “The synchronous deployment of a paperless working platform is a fundamental solution to promote administrative reform and improve public service efficiency”. This is not only a technological innovation, but also a strong shift in management thinking, from manual methods to modern, transparent and interconnected operations on NTS.

The city is accelerating the construction of a “Paperless Government ” model. Accordingly, all leaders, officials, and civil servants at all levels must process all work records online and use digital signatures to resolve work, apply digital signatures, and reuse 100% of digital data to shorten time, cut procedures, and reduce the cost burden for people and businesses. At the same time, the city also promotes restructuring of business processes, improving the quality of online public services, and aligning the administrative apparatus to be streamlined and efficient.

Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, emphasized that comprehensively converting to working on NTS is an inevitable trend, contributing to the modernization of the administrative apparatus and the construction of a digital government. The goal is to improve management efficiency, increase transparency, reduce paperwork and create maximum convenience for people and businesses in accessing public services. Digitalizing processes also helps management agencies accurately assess workload, staff capacity and implementation efficiency, as a basis for streamlining the organization in a streamlined and effective direction.

Paperless administration is not only about eliminating paper documents, but also about eliminating old, cumbersome thinking. It is the process of establishing a modern administration, where data leads, efficiency is the standard, and people are the center. With pioneering steps, the city is affirming its position not only on the technology map, but also in the way the government works and serves.
