Teachers' salaries are ranked highest.
With more than 1 million teachers nationwide, the Teachers Law is an important legal corridor, creating more complete and better policies so that teachers can work with peace of mind and dedicate themselves to their profession.
In particular, the Law on Teachers improves income policies for teachers. In particular, teachers' salaries are ranked highest in the administrative career salary scale system.
Article 23 of this law stipulates that "teachers' salaries are ranked highest in the administrative career salary scale system" and assigns the Government to specify details on salary policies for teachers.
The Ministry of Education and Training is finalizing a draft decree regulating policies on salaries, allowances, support and attraction regimes for teachers to be implemented when the Law on Teachers comes into effect.
As planned, the Ministry of Education and Training will advise the Government to rearrange the salaries of some teacher positions (such as preschool teachers, general education teachers, university preparatory teachers, grade IV vocationaleducation teachers, etc.) to unify the salary tables of professional positions of teachers and civil servants and other sectors and fields; ensuring the living standards of teachers.
In addition, according to the law, teachers are also entitled to additional special allowances, responsibilities, incentives, subsidies for disadvantaged areas, subsidies for inclusive education, seniority, mobility, etc., contributing to increasing income.
Education sector proactive in recruiting teachers
The Law on Teachers also supplements policies to support and attract teachers who meet the requirements of high-quality human resources to work in the education sector.
The law expands and consolidates the support policy system, emphasizing: support for public housing or rent for teachers in extremely difficult areas; periodic health benefits, training and professional development for all teachers, regardless of public or non-public; priority in recruitment, transfer and reception for teachers working in remote areas...
Preschool teachers who wish to retire up to 5 years earlier without a reduction in pension (if they have 15 years of social insurance contributions).
Meanwhile, professors, associate professors, doctors or teachers working in specific fields are allowed to retire at an older age to retain talent.
The Law also merges two systems of standards (professional titles and professional standards) into one system of titles associated with professional capacity standards, applied uniformly to both public and non-public sectors.
Notably, the Law on Teachers unifies the authority for the education sector to take the initiative in recruiting teachers, decentralizes recruitment authority to the heads of public universities and vocational training institutions to autonomously recruit teachers.
The Minister of Education and Training regulates the authority to recruit teachers in preschool, general education, and continuing education institutions.
The Law also stipulates that the Ministry of Education and Training is the agency in charge of coordinating with ministries, ministerial-level agencies, and provincial People's Committees to develop strategies, projects, development plans, and total staffing of teachers under its management authority to submit to competent authorities for decision.
At the same time, in coordination with ministries, ministerial-level agencies, and provincial People's Committees, propose competent authorities to approve the number of teachers in public educational institutions.
