According to the report of the Ministry of Science and Technology , in the first 6 months of 2025, the science and technology sector has had many outstanding results.
In particular, the ministry has launched the Vietnam Technology Exchange. The country has 940 science and technology enterprises, about 4,000 innovative startups; there are 42 national science and technology programs being implemented, connecting research, production, practical application...
In the digital transformation sector, there have been 630 million transactions on the national data integration and sharing platform (reaching 73% of the annual plan). The rate of online records throughout the process is nearly 40%, improving the efficiency of public service provision. The post and telecommunications sector has grown strongly with revenue increasing by 12.8%.
Notably, just 4 months after the merger of the two ministries: Science and Technology and Information and Communications, the Ministry of Science and Technology has submitted 5 laws to the National Assembly for approval, marking an important turning point in the fields of science, technology, innovation and digital transformation in Vietnam.
The 5 laws include: Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law on Product and Goods Quality (amended); Law on Vietnamese Technical Standards and Regulations (amended); Law on Atomic Energy (amended).

Speaking at the conference, Minister of Science and Technology Nguyen Manh Hung emphasized that in the last 6 months of the year, the ministry will continue to supplement and complete 4 draft laws including: Law on Amending and Supplementing the Law on Intellectual Property; Law on Amending and Supplementing the Law on High Technology; Law on Amending and Supplementing the Law on Technology Transfer and the Law on Digital Transformation.
In addition, the ministry will guide provinces and cities nationwide to establish innovation centers for science, technology, and digital transformation. This center is expected to be under the Department of Science and Technology of the provinces and cities. This will be the place to focus on solving specific problems related to science, technology, digital transformation, and local innovation...
