Speaking at the opening of the session, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Duc Tuy emphasized that the 2nd Session - the regular session in mid-2025, is the first regular session of the Quang Ngai Provincial People's Council after the merger. This is an important session, both affirming the spirit of proactiveness and stability, and demonstrating high political determination in concretizing the contents and tasks after the administrative unit arrangement.
Therefore, we request that the delegates of the Provincial People's Council carefully and thoroughly study the reports and submissions of the Provincial People's Committee, the inspection reports of the Provincial People's Council's committees, focus on discussing and deeply analyzing the context and characteristics of the situation in the first 6 months of 2025, clearly identify the results and lessons learned, the limitations, difficulties, obstacles that need to be resolved, and the challenges that need to be overcome.
Find out objective and subjective causes and draw practical lessons. On that basis, consider and decide on general goals, basic and important indicators and main tasks and solutions for economic , social, defense and security development in the last 6 months of 2025.
The resolutions submitted to the Provincial People's Council have been prepared by the Standing Committee of the Provincial People's Council and the Provincial People's Committee. The Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial People's Council have reviewed and commented on a number of contents. The Committees of the Provincial People's Council have conducted thorough examinations and provided many comments as a basis for the drafting agency and the Provincial People's Committee to absorb and complete, and submit to the Provincial People's Council for consideration and decision at this session.

Carefully analyze and evaluate the impact of policies, especially major policies and important issues, to ensure quality when considering and resolving, in accordance with legal regulations and the actual situation of the locality,” Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Duc Tuy suggested.
According to the plan, at the meeting, the Provincial People's Council will consider, discuss and pass 12 draft resolutions; of which, there are 2 resolutions submitted by the Standing Committee of the Provincial People's Council and 10 draft resolutions submitted by the Provincial People's Committee.
In addition to the resolutions that are part of regular tasks, there are a number of resolutions that voters are particularly interested in, which are of great significance in the direction, administration and socio-economic development of the province, which delegates focused on discussing.
Resolutions: Regulations on principles, criteria, and norms for allocating regular local budget expenditure estimates for 2025 in the province. Regulations on decentralization of revenue sources, expenditure tasks, and percentages of revenue sharing between budgets of local authorities at all levels in the province.

Speaking at the meeting, Party Central Committee member and Provincial Party Secretary Bui Thi Quynh Van requested all levels, sectors and localities to continue to seriously and effectively implement the leadership and direction of higher levels, especially the resolutions, directives, projects, plans and conclusions of the Provincial Party Committee and the Provincial Party Standing Committee to implement the Resolution of the 13th National Party Congress, the Resolution of the 20th Provincial Party Congress and the Resolution of the Provincial People's Council.

Regarding the cultural and social fields, the Provincial Party Secretary emphasized: “Pay attention to investing in upgrading the infrastructure of cultural and sports institutions at the grassroots level; preserve and promote the cultural identity of ethnic groups, conserve and promote the value of cultural heritage to create unique and attractive tourism products; create jobs, increase income for people, and sustainably reduce poverty”.
The Provincial Party Secretary also requested to review, arrange and reorganize the network of educational institutions; build a team of teachers and educational managers with sufficient quantity and quality assurance.
