Phu Quoc proposes to remove obstacles in operating two-level local government and improve public administrative services

On July 7, Mr. Tran Minh Khoa, Chairman of the People's Committee of Phu Quoc Special Zone, signed a document to send to the People's Committee of An Giang province, reporting on the organization and operation of two-level local government, the operation of the Public Administration Service Center and the progress of implementing infrastructure projects to serve the APEC 2027 Conference.

According to the report, the administrative apparatus of the special zone has basically stabilized with 155 civil servants and 7 contract workers according to Decree 111/2022/ND-CP. Specialized departments and the Public Administration Service Center have issued full working regulations, clearly assigning tasks, suitable to the capacity of each cadre and civil servant. The management of records and administrative data from predecessor units has been carried out systematically, helping to ensure continuity and efficiency of public service activities.

The Public Administration Service Center officially came into operation on July 1, 2025, located at 03 Mai Thi Hong Hanh Street (Phu Quoc Special Zone). The center has 17 counters to receive documents, fully equipped to support people's transactions. In the first 4 days of operation, the center received 2,804 citizens coming to transact and processed more than 1,200 new documents. Notably, up to 71.8% of documents were submitted online via the National Public Service Portal.

However, the People's Committee of the special zone reported many concerns in the center's facilities and technical infrastructure. Some equipment such as number machines, lookup machines, and scanners are limited and have low configuration, often causing delays in processing documents. The area supporting people to submit documents online is overloaded when all 8 communes and wards are concentrated at one point. In particular, the VNeID software often experiences congestion during peak hours, making it impossible for people to submit documents online in some areas such as social security and policies for people with meritorious services.

The People's Committee of the special zone proposed that the province soon organize regular training for the staff receiving documents on new administrative procedures, and at the same time announce the decisions with specific content for easy access and implementation by the sectors. Along with that, it is recommended that the Department of Science and Technology soon upgrade the system for receiving and handling administrative procedures, ensuring synchronization with the national system. The People's Committee of the special zone also proposed that the Provincial People's Committee Office soon issue a decision to announce commune-level administrative procedures based on the standardized set of procedures.

Regarding the progress of infrastructure projects serving the APEC 2027 Conference, Phu Quoc is focusing on implementing 4 major resettlement projects including: Suoi Lon, An Thoi, Cua Can and Ham Ninh, with a total area of ​​over 250 hectares, expected to create about 9,400 resettlement plots. All projects are implemented under the emergency construction mechanism, striving to be completed before August 2026. Currently, detailed planning, topographic survey, contractor selection and site clearance are being carried out simultaneously to ensure progress.

Along with that, urban beautification work has also been promoted. In the first 6 months of 2025, the People's Committee of the special zone organized more than 1,300 inspections, handled 92 violations, and dismantled many constructions encroaching on sidewalks and roads. Central streets such as Ngo Quyen, Nguyen Trung Truc, Hung Vuong and 30/4 Street have been restored to order, significantly improving the urban appearance.

The People's Committee of Phu Quoc Special Zone also proposed that the People's Council of An Giang Province soon issue a mechanism for decentralization and clear authorization for local officials in charge of receiving and processing work at the groundswells level. Current reality shows that many issues arise in the process of handling work for businesses and people are not included in the set of public administrative procedures, requiring proactiveness, flexibility and on-site handling by local officials.
