HCMC: Speed ​​up compensation progress for public investment projects

On July 7, leaders of the Department of Agriculture and Environment of Ho Chi Minh City had a working session with a number of localities on the progress of compensation for 3 projects: Ho Chi Minh City - Moc Bai Expressway; upgrading, expanding and dredging the drainage canal of Lang The canal, Dia Phan canal and the Cu Chi bus station construction project.

The Ho Chi Minh City - Moc Bai expressway project through Ho Chi Minh City is about 24km long, passing through 5 communes: Phu Hoa Dong, Nhuan Duc, Thai My, Cu Chi and Tan An Hoi. Of which, the area of ​​houses and land affected is more than 220 hectares and there are 2,193 affected cases.

The Cu Chi bus station construction project has an area of ​​about 11,320m2 , 23 cases of land affected. In 2020, the Compensation and Resettlement Support Council held a public meeting and posted the compensation policy.

However, 23 affected cases did not agree with the compensation price. By June 2025, the Ho Chi Minh City People's Committee had directed the re-approval of the compensation price.

The project to upgrade, expand and dredge the drainage canal of Lang The canal and Dia Phan canal has more than 73 hectares of land to be recovered with 680 cases affected.

The locality has established a compensation council, expected to complete before July 10. The Cu Chi site clearance compensation board will coordinate with the communal People's Committee to organize a dialogue with cases that do not agree with the draft detailed compensation plan and carry out the next steps according to regulations.

Deputy Director of the Department of Agriculture and Environment of Ho Chi Minh City Vo Trung Truc directed that for communes with many cases affected by the project such as Phu Hoa Dong and Nhuan Duc communes, it is necessary to establish a Commune-level Steering Committee with the Commune Party Secretary as the Head of the Steering Committee , to direct the commune-level political system to take action; At the same time, the Steering Committee will coordinate with the Cu Chi Compensation and Site Clearance Board to mobilize organizations, households and individuals to support the project implementation in order to promptly hand over the site to deploy construction packages.

Deputy Director of the Department of Agriculture and Environment of Ho Chi Minh City Vo Trung Truc assigned the Cu Chi site clearance committee compensation to summarize and report to the Ho Chi Minh City People's Committee the subjective and objective causes leading to the delay in compensation and propose a solution.
