Specifically, agencies and organizations must review and complete the registration book and database for managing outgoing and incoming documents; and at the same time, stamp the completed set of outgoing documents before submitting the seal to the police agency where the seal sample is registered.
Agencies and organizations established after the reorganization must issue regulations on document work according to Decree 30/2020 and instructions from the Department of State Records and Archives. The regulations must specify the format and techniques for presenting documents, establishing new registers, opening new numbering systems, and notating incoming and outgoing documents, starting with number 01.
Regarding archival work, the Chairman of the Ho Chi Minh City People's Committee requested the heads of departments, branches and sectors to receive records, archives and databases from the corresponding departments and branches of Binh Duong province (old) and Ba Ria - Vung Tau (old); records and documents will continue to be preserved to ensure safety. In particular, coordinate with the Department of Home Affairs to develop and submit to the Ho Chi Minh City People's Committee the adjustment, repair, restoration and creation of a database of archives.
The Chairman of the People's Committee of the ward, commune, or special zone receives records and documents from the old administrative unit and has a suitable exploitation plan and regulations to serve the people and businesses.
The Chairman of the Ho Chi Minh City People's Committee also requested the Director of the Ho Chi Minh City Digital Transformation Center to prepare servers, storage infrastructure, ensure information security; develop integration plans, use shared data, ensure interconnection to serve the political system, agencies, organizations and individuals.
The Chairman of the Ho Chi Minh City People's Committee assigned the Director of the Ho Chi Minh City Police Department to guide the declassification, preservation, and handover of confidential documents and secret storage devices; ensure security and fire prevention at temporary storage warehouses during the arrangement process. In particular, investigate and strictly handle cases of intentional appropriation, destruction, illegal purchase or transfer of documents.
