The Ministry of Health has just issued Circular No. 22/2025/TT-BYT, effective from August 15, regulating the standards for appointing forensic examiners and forensic psychiatric examiners.
According to regulations, appraisers must demonstrate responsibility, dedication, creativity, discipline, impartiality; take the law as a standard for handling work; be objective and fair when performing appraisal work; resolutely fight against all acts of infringement of the people's legitimate rights and interests; frankly fight to protect justice and fairness; not be lenient, avoid, or cover up in performing professional work; not be authoritarian, arrogant, or take advantage of positions and powers for corruption or personal gain; constantly study and improve political and legal awareness; regularly maintain, cultivate, and practice ethics, qualifications, and lifestyle, demonstrating the standards, strictness, and fairness of the law.

Along with ethical requirements, the new circular also stipulates more specific and stricter professional qualifications. Accordingly, forensic examiners are required to have a university degree in medicine. If examining toxicology, they must graduate from chemistry or pharmacy according to the new training code. Biomedical examination requires a degree in biology or applied biology. For forensic psychiatric examiners, in addition to a university degree in medicine, they must also have a level I specialist qualification (or equivalent) in psychiatry. In terms of experience, examiners must have at least 5 years of practical experience in a relevant professional field, with a break of no more than 2 years.

Recently, before the case of 36 officers and employees of the Central Institute of Forensic Psychiatry being prosecuted and temporarily detained by the Hanoi City Police for the crime of "Illegal possession of narcotics, organizing illegal use of narcotics, giving bribes, receiving bribes, brokering bribes and abusing positions and powers in performing official duties", Deputy Minister of Health Do Xuan Tuyen said that after this incident, in order to soon stabilize the organizational structure at the Central Institute of Forensic Psychiatry, the Ministry of Health has closely coordinated with the Hanoi City Police Investigation Agency, directing the institute to closely coordinate with functional agencies to provide complete records and documents, as well as create conditions for related subjects to work with the investigation agency, so that the investigation agency can collect documents, evidence, conclude the right person, the right crime, ensure objectivity, and quickly end the case.
In the first half of July, the Ministry of Health will complete the leadership positions of the Central Institute of Forensic Psychiatry to have a leader to maintain the unit's operations and stabilize the mindset of its staff.
