The Ministry of Home Affairs will apply KPI to evaluate, measure and classify civil servants, public employees and workers.
The Ministry of Home Affairs' information portal reported that on the afternoon of July 8, the Ministry of Home Affairs held a conference to review the work of June and the first 6 months of 2025, and deploy tasks for the last 6 months of 2025. Minister Pham Thi Thanh Tra chaired the conference.
In her opening remarks, Minister Pham Thi Thanh Tra requested to change the meeting method towards a general assessment and synthesis of the results of the Ministry's tasks in the first 6 months of the year to discuss and approve a general conclusion on the Ministry's tasks in the last 6 months of the year and the specific tasks of each unit under the Ministry.

In addition, based on the Resolution, Conclusion of the Central Committee, Resolution of the Government , the work program of the Ministry of Home Affairs and the plan of the Steering Committees, the Minister will assign specific tasks, clearly identify the products and results of the work of the last 6 months of the year to the units under the Ministry and simultaneously deploy, supplement with new tasks assigned by competent authorities. The units, when receiving the tasks assigned by the Minister, also need to continue to assign to each civil servant, public employee and employee of the unit.
According to Minister Pham Thi Thanh Tra, this will be the basis for evaluating and classifying units as well as heads and deputy heads of units. Applying KPIs to evaluate, measure, classify and screen civil servants, public employees and workers of the unit in a general spirit and will conduct KPI assessments monthly, quarterly, in the last 6 months of the year and throughout 2025.
Minister of Home Affairs Pham Thi Thanh Tra emphasized: “Currently, under the direction of the Politburo , the Ministry of Home Affairs is advising on the implementation of a number of major issues of the Law on Cadres, Civil Servants and the Law on Public Employees, focusing on the basic and important issues of using and evaluating according to the principle of “in, out, up, down” for cadres, civil servants and public employees”.
Expected to reduce more than 44% of specialized agencies under the Provincial People's Committee
At the conference, regarding the results of work in June and the first 6 months of the year, Chief of the Ministry's Office Vu Xuan Han said that in institutional work, the Ministry of Home Affairs submitted 6 documents and projects to the Politburo, the Secretariat, and the Central Executive Committee; advised the National Assembly to pass 5 laws and issue 6 resolutions; submitted 39 resolutions to the National Assembly Standing Committee to pass; submitted 20 decrees and 14 resolutions to the Government; submitted 61 decisions to the Prime Minister; and the Minister issued 20 circulars under his authority.
In June 2025 alone, the month with the largest number of completed institutional and policy tasks since the beginning of the year, the Ministry submitted 15 decrees to the Government for promulgation; the Minister issued 6 circulars.
The Ministry of Home Affairs also focused on advising competent authorities to complete many tasks on implementing Resolution No. 18 of the Central Committee related to the arrangement and consolidation of the organizational apparatus of ministries, ministerial-level agencies, and agencies under the Government as a basis for promulgating the new organizational structure of the Government and implementing the comprehensive arrangement of administrative units at all levels. Accordingly, up to now, the Ministry's advisory work on the arrangement of the organizational apparatus of ministries, branches and the arrangement of administrative units at all levels has been recognized and highly appreciated by competent authorities.
In addition, the Ministry has also proactively and actively advised the Government to implement decentralization and delegation of authority in conjunction with the implementation of the 2-level local government model, focusing on urging ministries and ministerial-level agencies to submit to the Government 28 decrees and issue 57 circulars on decentralization, delegation of authority, and division of authority between the Central Government and local governments at all levels. Ministries and ministerial-level agencies have issued decisions to promulgate administrative procedures ensuring clear file components and forms so as not to affect the provision of public services and the application of administrative procedures to people and businesses.
The Ministry of Home Affairs has continued to pay attention to, review, guide and urge ministries, branches and localities to implement policies and regimes for cadres, civil servants and public employees who have quit their jobs due to reorganization and streamlining of staff, including proactively and regularly updating the number of cadres, civil servants and public employees who have quit their jobs due to reorganization.
The Ministry of Home Affairs also coordinated with the Ministry of Finance to allocate the budget, provide additional funding, and guide localities, agencies, and units to promptly pay benefits to officials, civil servants, and public employees who quit their jobs due to reorganization under Decree No. 178 and Decree 67. This agency also advised competent authorities to issue many documents and instructions to ensure the stable and effective operation of two-level local governments.
As a result, the organizational structure of the 15th Government has been streamlined to 14 ministries and 3 ministerial-level agencies (a reduction of 5 ministries and ministerial-level agencies, equivalent to a reduction of 22.7%); and to 5 government agencies (a reduction of 3 government agencies, equivalent to a reduction of 37.5%).
Regarding the organization within ministries, ministerial-level agencies, and government agencies, 13/13 (equivalent to a 100% reduction) of general departments and equivalent organizations will be reduced; 509 (equivalent to a 76.2% reduction) of departments and equivalent organizations will be reduced; 232 (equivalent to a 57.4% reduction) of departments and equivalent organizations will be reduced; 3,377 (equivalent to a 93.8% reduction) of sub-departments and equivalent sub-departments will be reduced; 205 public service units will be reduced (of which, 81/204 public service units will be reduced in the organizational structure in the Government's Decree, equivalent to a 39.7% reduction); and about 22,300 staff members will be reduced in ministries and branches.
When implementing the two-level local government organization model from July 1, 2025, localities are expected to reduce 368 specialized agencies under the provincial People's Committee (equivalent to a reduction of 44.3%); reduce 100% of specialized agencies under the district People's Committee and establish departments under the commune People's Committee according to regulations.
In particular, the Ministry has developed a Handbook for Commune-level Local Government to guide localities in implementing it from July 1, 2025. This is an important source of documents serving the training, fostering, and professional guidance for commune-level officials and civil servants; establishing a Ministry hotline to proactively receive feedback and promptly answer difficulties and problems, and provide guidance and create conditions for localities to implement the two-level local government organization model.
There will be a thematic conference on the arrangement of administrative units and two-level local government.
To continue completing the key tasks of the Ministry and branches in the last 6 months of 2025, Minister of Home Affairs Pham Thi Thanh Tra requested that the units under the Ministry focus and prepare to organize a thematic conference on the arrangement of administrative units, 2-level local authorities and decentralization and delegation of authority of the Ministry and branches to resolve difficulties and problems related to operations and administrative procedures for localities.
It is expected that the Conference participants will include Directors of Departments of Home Affairs and will be held before July 17, 2025.
According to the Minister, this is the first conference after officially implementing the arrangement of administrative units and local authorities at 2 levels to resolve difficulties and problems, at the same time thoroughly grasp the tasks, and provide good advice to the Provincial People's Committees on all aspects of work in the last 6 months of the year in the home affairs sector.
Regarding issues related to the operation of two-level local governments, according to Minister of Home Affairs Pham Thi Thanh Tra, this is a major political task of the entire Ministry, which needs to be closely followed and monitored to promptly detect difficulties and obstacles during operation. The Minister assigned the Department of Local Government to closely follow localities, promptly assess and report difficulties and obstacles during operation so that the Ministry can report to competent authorities with weekly figures.
Minister Pham Thi Thanh Tra also noted the need to synthesize, review, and adjust basic salary levels, adjust position and title allowances for commune level, regional allowances, and specific allowances when implementing the arrangement of two-level local governments, requiring balance and rationality in adjustment.
