On June 24, Deputy Prime Minister Nguyen Chi Dung chaired a meeting with ministries, branches and localities on deploying information systems to serve direction, administration and people and businesses to meet the requirements of arranging administrative units according to the new model.

Mr. Pham Duc Long, Deputy Minister of Science and Technology (MOST), informed about the current status of selecting and deploying 5 information platforms/systems, including: Administrative procedure settlement information system, Document management and operation system, Online meeting system, Reporting information system and Data integration and sharing platform.
Assessing the readiness of implementing units and localities, the Ministry of Science and Technology said that enterprises committed to being ready to coordinate with localities to complete service configuration before June 27, 2025 and support implementation after July 1, 2025.
Speaking at the meeting, representatives of many localities such as Ho Chi Minh City, Bac Ninh , Vinh Long, Kien Giang, Dien Bien... said that they had agreed on a common platform system, a plan to deploy systems, administrative procedures and procedures after the merger, testing public services, and were ready for the implementation of the new local government model on July 1.
Ms. Tran Thi Dieu Thuy, Vice Chairwoman of the Ho Chi Minh City People's Committee, said that recently, Ho Chi Minh City, Ba Ria - Vung Tau, and Binh Duong have simultaneously operated the above systems according to a shared technical infrastructure and electronic document system, without any problems.
On June 25, the Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People's Committee, the Chairmen of the People's Committees of Ba Ria - Vung Tau and Binh Duong provinces will operate the online conference system, administrative procedure documents, departments, branches and sectors will participate in joint operations in 168 wards and communes across the area with 3 direct connection points.
At the meeting, Senior Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, said that out of 25 online public services that can actually implement the full data process, 21 online public services have been fully implemented, while 4 public services of the Ministry of Finance and Health have not yet implemented the full process.
At the meeting, Deputy Prime Minister Nguyen Chi Dung requested ministries, branches and localities to carefully review every smallest issue in detail, not to be subjective and not to affect people and businesses.
The Deputy Prime Minister highly appreciated the sense of responsibility of ministries, branches and localities, especially the Ministry of Public Security, the Ministry of Science and Technology, and the Government Office, which urgently prepared and organized a meeting to continue implementing Plan No. 02-KH/BCĐTW of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation, and Resolution 71/NQ-CP of the Government implementing Resolution 57 of the Politburo.
Emphasizing that this is a very important policy, the Deputy Prime Minister requested ministries, branches and localities to focus on it, and any unit that fails to complete its tasks must be held responsible before the Steering Committee. To ensure the effective implementation of the two-level local government, without causing disruption or interruption to management and service to people and businesses, the progress from now until July 1 cannot be adjusted.
The remaining time is very short but there are still many tasks with large scale and wide scope, while the capacity and conditions of different places and levels are different, so we must not be subjective or negligent.
The Deputy Prime Minister requested ministries, branches and localities to thoroughly grasp the viewpoint that the heads and leaders assigned to be in charge of this issue must be responsible to the Central Steering Committee and the Government Steering Committee in ensuring the unity, synchronization, continuity and stability of information technology systems.
The Deputy Prime Minister noted that it is necessary to ensure the unity, synchronization, continuity and stability of information technology systems. In particular, it is necessary to not interrupt the provision of public services to people and businesses and the state management activities of governments at all levels before and after the time of restructuring the apparatus.
