In particular, the model of "one council, many exam marking committees" is being flexibly applied in many provinces and cities.

Deputy Minister Pham Ngoc Thuong requested that in grading the 2025 high school graduation exam, there should be no pressure on progress, especially in grading essays, because it will lead to the risk of errors or wrong scores. The grading process must comply with regulations, ensuring the legitimate rights of candidates. Regarding the grading of the literature exam, the Deputy Minister of Education and Training emphasized that although each teacher's feelings are different, they are not too far from the guidelines.

In Bac Ninh, the leader of the Department of Education and Training said that in the context of the two-level local government just operating from July 1, the department has proactively advised the Provincial People's Committee to complete the Steering Committee for the 2025 High School Graduation Exam and the Provincial Examination Council, on the basis of utilizing resources from the Examination Steering Committee of Bac Giang (old) and Bac Ninh (old) provinces. Accordingly, the two examination boards will continue to be organized at the two locations as before. "The examination marking process is carried out seriously, in accordance with regulations, recognizing the efforts and efforts of the candidates" - Mr. Ta Viet Hung, Director of the Department of Education and Training of Bac Ninh province, said.
In Hanoi, to ensure the smooth marking process in the context of two-level local government operations, the Department of Education and Training has mobilized more than 800 officials and teachers to participate. The marking area is isolated, protected by police 24/7, with surveillance cameras and fire prevention and fighting equipment. Markers are not allowed to bring electronic devices, erasers or any other illegal items into the room.
According to the Ministry of Education and Training, the official answers and grading scales for this year's high school graduation exams will be announced after July 5. The examination boards will complete grading and send the results to the Ministry of Education and Training before 5 p.m. on July 13. The exam results will be announced at 8 a.m. on July 16. After that, the Departments of Education and Training will consider recognizing candidates as high school graduates before July 18.
