Mr. Phan Tan Vu (residing in Di Linh commune, Lam Dong province) said: "On the afternoon of July 4, I submitted my application at Duc Trong Land Registration Office Branch to register changes in land use rights and ownership of assets attached to land. Although the application had all the necessary documents, the receiving department informed that there was no seal yet, so they provided a notice to return the results on July 16, while the prescribed time for handling the application is 8 working days."

Similarly, Ms. Nguyen My Hang (residing in Ham Liem commune, Lam Dong province) shared: “Recently, I went to the Phan Thiet Land Registration Office Branch to submit an application to cancel the bank mortgage but was rejected because the units did not have specific instructions. People hope that the new local government will soon have specific solutions to ensure the legitimate needs and interests of the people.”
The above situation occurs in all branches of the Land Registration Office in Lam Dong province. On July 3, Lam Dong province announced the decision to establish units, departments, and appointing heads, including the Department of Agriculture and Environment of Lam Dong province. After establishing the department level, affiliated units have not yet been established, including the Land Registration Office of Lam Dong province, so there is no new seal.
According to the Public Administration Service Center of Lam Vien Ward - Da Lat (Lam Dong Province), since July 1, this center has received and processed 164 sets of documents from people. On the afternoon of July 4, quite a lot of people came to do administrative procedures. For judicial - civil status and socio-cultural procedures, they are usually resolved for people on the same day, but some rooms have just been established and the documents have just been submitted to the competent authority for review and issuance of seals, so they are still not smooth. Mr. Nguyen Long An , Deputy Director of the Public Administration Service Center of Lam Vien Ward - Da Lat said: "For administrative procedures related to construction permits and land administration, more time is needed for inspection and appraisal, so the documents cannot be returned to people immediately. However, we also try to speed up the procedures as much as possible, avoiding people having to go back and forth many times."
In some localities in Gia Lai , the difficulty in issuing Land Use Right Certificates (red books) is due to the lack of surveyors and measuring equipment. Mr. Nguyen Dang Quang, Chairman of the People's Committee of Gao Commune, Gia Lai Province said: "Since the new commune apparatus officially began operating, the locality has not yet accepted to issue new red books due to the current lack of surveyors and measuring equipment and machines."
Efforts to remove
Mr. Tran Duy Hung, former Deputy Director of the Land Registration Office of Binh Thuan Province (old) said that after the merger, the administrative headquarters will be located in Xuan Huong Ward - Da Lat, Lam Dong Province, so to facilitate the settlement of land procedures for people in Binh Thuan Province, the Land Registration Office of Binh Thuan Province (old) will still receive applications for granting, changing books, and registering land use rights for people. However, because this unit has not been granted its own seal, it will only receive applications from people for now, waiting for further instructions from higher authorities.
Likewise, Mr. Phan Sy Trien, Director of the Da Lat Land Registration Office Branch, said: "Previously, the unit received about 100 related documents every day, but from the beginning of July until now, the unit has received less, partly because people have learned that our unit has not been granted a new seal. For those who have submitted documents, we will guide, receive, and check everything to shorten the time. When the seal is available, we will complete and return the documents to the people as soon as possible."
In Khanh Hoa province, Mr. Tran Xuan Tay, Chairman of Nha Trang Ward People's Committee, said: The Ward Public Administration Service Center has been operating smoothly since the first day of officially operating the two-level government. Currently, there is still a large backlog of land-related documents, 15 officers have been assigned to the Center to ensure receiving and returning results to the people. In addition to receiving documents directly, the officers also proactively guide people to do online procedures to save travel time and effort for the people.
According to Chairman of Khanh Hoa Provincial People's Committee Tran Quoc Nam, a streamlined, synchronous, professional and ambitious government is the image that Khanh Hoa is aiming for. The entire administrative system operates in the direction of "acceleration - connection - efficiency". In which, digital transformation, paperless government and two-level document processing in the electronic environment are the spearheads that need to make a strong breakthrough. "This is not just a technological problem, this is a revolution in administrative thinking, a test of speed, determination and cohesion of action in the entire system", Mr. Tran Quoc Nam affirmed.
