Efforts to reduce fires and explosions in hot weather

Inadequate due to lack of sanctions

According to Hanoi City Police, in the first 5 months of 2025 (as of May 14, 2025), Hanoi recorded 683 fire and explosion incidents, killing 22 people, injuring 12 people and causing an estimated property damage of 6.8 billion VND. Compared to the same period in 2024, the number of fires increased by 76.5%, the number of deaths increased by 13 people. Notably, the cause of the fire due to electrical system and equipment failures accounted for 73.5%.

On hot summer days, the risk of fire increases as people's demand for electricity increases, easily leading to electrical equipment fires. However, in reality, many people are still subjective and take fire prevention and fighting slightly.

Recent examples include the fire at 23 Phan Dinh Phung Street (Quan Thanh Ward, old Ba Dinh District) that occurred on May 16, or two consecutive fires at the end of May and the beginning of June at the HH Linh Dam apartment complex (Hoang Liet Ward, old Hoang Mai District), both of which were caused by electrical equipment failures during use.

Not only residential buildings, production and business locations also pose a risk of fire and explosion during the hot season. Through a field inspection, Major Nguyen Danh Ngoc, an officer of the Ha Dong Fire Prevention, Fire Fighting and Rescue Team, said that Ha Dong market has more than 1,350 kiosks selling 38 different products, with a high risk of fire and explosion due to many electrical devices operating at the same time, while the market has a large number of flammable goods; business households in the market have not really taken the initiative in fire prevention, relying on the security force to do this.

Notably, the causes of fires due to electrical safety failures are still common in facilities due to seriously degraded electrical systems that are not designed to ensure load capacity. However, this problem has not been resolved due to the lack of regulations and sanctions.

Lieutenant Colonel Nguyen Le Cuong, Deputy Head of the Fire Prevention, Fire Fighting and Rescue Police Department (Hanoi City Police) said that in these cases, the main authorities advise and provide safety instructions, while the solution depends entirely on the awareness of the facility owner.

In the coming time, the Fire Prevention, Fire Fighting and Rescue Police Department (Hanoi City Police) assessed that the development and situation of fires and explosions will tend to be complicated because it is the hot and sunny season, so the demand for electricity and electrical equipment increases. This is the cause of the easy occurrence of electrical incidents, potential fires and explosions for residential houses, houses for housing combined with production and business in the city.

Synchronize fire prevention solutions

To minimize fires, explosions and damage caused by "fire" during the peak of the hot season, Hanoi City Police have proactively implemented many specific measures to minimize fires and damage caused by electrical equipment. In particular, the City Police have coordinated with the electricity supply agency to review the system along the entire route and the meter connection point in people's homes.

Along with that, the local fire prevention, fire fighting and rescue teams have promoted promotion and training for people in fire prevention and fighting, especially focusing on guiding how to use electricity safely, regularly checking the electrical system, replacing old equipment, practicing saving, turning off electricity when not in use, especially in the summer to avoid overloading and congestion...

Participating in a training session on fire prevention and fighting measures at home, Ms. Nguyen Thi Ngoc Bich (Phu Nam commune) said that the information at the propaganda session was very practical. “My family has proactively bought fire extinguishers, gas masks and raised awareness of safe electricity use,” Ms. Bich said.

In addition, it is necessary to promote the role of groundswells fire prevention and fighting forces according to the motto "4 on-site" because this is the force that responds fastest when a fire or explosion occurs. According to data from the People's Committee of Ba Dinh District (old), up to July 1, 2025, there were 29 fires in Ba Dinh District. Of which, the on-site fire prevention and fighting forces self-extinguished (or participated in fighting the fire from the beginning) 23 cases. This reality shows that grassroots fire prevention and fighting forces play an important role, directly participating in resolving many fire and explosion situations right from the beginning, contributing to preventing large fires from occurring and causing serious damage.

Colonel Pham Trung Hieu, Head of the Fire Prevention, Fire Fighting and Rescue Police Department (Hanoi City Police) said that in the coming time, the unit will continue to deploy forces and vehicles to be ready to fight fires and rescue at a number of locations to reduce the radius for fire prevention, fire fighting and rescue; gradually form a "rapid response network"... to minimize damage to people and property caused by fires and explosions, contributing to ensuring fire prevention and fighting safety in the capital.
