From July 1, the Ministry of Public Security has simultaneously deployed the issuance of level 2 electronic identification accounts for foreigners nationwide. This is part of a 50-day and night peak campaign to realize the policy of developing national electronic identification and authentication, while creating more favorable conditions for foreigners living, studying and working in Vietnam.
The subjects of application are foreigners aged 6 years or older, using a valid temporary or permanent residence card. The application includes a passport or residence card, an account application form (form TK01), along with the owner's phone number and email. After receiving, the competent authority will collect a portrait photo, fingerprints and verify with national data. In case of biometrics, the processing time is no more than 3 working days; if not, the maximum processing time is 7 days.

Level 2 electronic identification accounts bring many practical benefits. Users can store electronic identification documents, declare residence, rent a house, open a bank account, access public services or conduct civil transactions without going to administrative agencies. Integrating data on the VNeID platform helps reduce paperwork, increase processing speed and ensure authenticity.
In Dong Nai , in the first two days of implementation, more than 200 foreigners completed registration procedures. The provincial police arranged forces to work overtime, coordinated with network operators to support the issuance of official SIM cards on the spot, and assigned officers to use English, Chinese, and Korean to guide the procedures.
Ho Chi Minh City also organizes many reception points in industrial parks, international schools and residential areas with a large number of foreigners. These points are scientifically arranged, ensuring that the reception, biometric and verification processes are carried out quickly and without causing congestion. The city police also distribute instruction materials in many languages, supporting foreigners who are not fluent in Vietnamese.
In Hanoi and many other provinces, the campaign is also being deployed simultaneously. Some localities have proactively received applications in advance to prepare technical infrastructure and human resources. Up to now, many places have recorded a rapid increase in the number of foreigners registering, showing a great demand for safe and convenient digital services.
Issuing level 2 electronic identification to foreigners not only brings personal benefits but also contributes to improving the efficiency of state management. The interconnected identification data system will support residence monitoring, handling violations and reducing paperwork in many areas such as administration, health, finance and education.
This campaign demonstrates a clear effort in administrative reform, promoting comprehensive digital transformation and building a friendly e-government. Expanding access to digital identification for foreigners is also a testament to Vietnam's integration, transparency and modernity policy in the digital transformation era.
