The project to expand and upgrade Y Ngong Road (Mai Xuan Thuong - Provincial Road 1 section) was approved by the Provincial People's Committee in Decision No. 450/QD-UBND, dated February 10, 2010 (Decision No. 450) and amended and supplemented the scale and total investment in Decision No. 2680/QD-UBND, dated September 27, 2017 (Decision No. 2680). The project is 2.1 km long, with a total investment of more than 42 billion VND, invested by Dak Lak Urban and Environment One Member Co., Ltd. (now Dak Lak Urban and Environment Joint Stock Company).
The project started construction in 2010, however, due to difficulties in funding, the Provincial People's Committee temporarily suspended a number of projects invested by Dak Lak Urban and Environment One Member Co., Ltd. in Official Dispatch No. 326/UBND-CN, dated January 11, 2013, including the above project. Then, on December 31, 2013, in Notice No. 310/TB-UBND of the Provincial People's Committee, it continued to decide to temporarily suspend and reduce the progress of a series of projects in the province. Therefore, the project was "shelved" for a long time of nearly 4 years and 8 months.

The core reason lies in the excessively high cost of site clearance. Specifically, according to Decision No. 450, the estimated cost of compensation and site clearance is more than VND 5.9 billion (accounting for 14% of the total investment); Decision No. 2680 changed the cost of site clearance to VND 2.5 billion (accounting for 5.93% of the total investment).
It is worth mentioning that when making a compensation plan and providing actual support for 188 households and 2 organizations, the cost of land acquisition and clearance "jumped" to more than 30 billion VND. The increase in land acquisition and clearance costs led to an increase in the total approved amount, but because the project's total investment has not been adjusted, there is no legal basis to allocate additional funding.
In addition, the change of project investor is also a factor slowing down the progress. On May 26, 2020, the Dak Lak Provincial People's Committee issued Decision No. 1186/QD-UBND on changing the project investor from Dak Lak Urban and Environment Joint Stock Company to Buon Ma Thuot City Construction Investment Project Management Board (now Buon Ma Thuot Construction Investment Project Management Board, under the Dak Lak Province Civil and Industrial Construction Investment Project Management Board). The process of handing over documents, checking and reviewing the project took nearly 2 more years, and was not completed until March 2022.
Up to now, the construction volume has been estimated at 89.7%, including the foundation, road surface, lighting system, drainage system and curbs on both sides. However, the remaining 188.5 m from Km1+979.91 to the end of the Y Ngong - Nguyen Thi Dinh intersection (coinciding with Provincial Road 1) has not been able to be constructed due to site clearance problems.
Ms. MTKO, a resident with a house on the road, was upset: "A long stretch of road has been completed for a long time, but there is only about 200m left at the end of the road and no construction unit has come to work. Every day, there are a lot of vehicles passing through this section. In the dry season, the dust flies everywhere, and in the rainy season, it is muddy. This section is especially difficult to see, so it is very dangerous for road users and households with houses on both sides of the road."

It is worth mentioning that most of the route has been basically completed, creating a fairly modern and open traffic axis. Only a short section remains blocked by land acquisition problems, which "makes the whole route ugly", seriously hindering people's travel and transportation of goods.
Faced with this situation, on March 11, 2024, the Urban Management Department of Buon Ma Thuot City (now closed) issued a document proposing investment in the area of the Y Ngong - Provincial Road 1 intersection, with a total estimated cost of more than 38.2 billion VND. Of which, the site clearance cost accounts for the majority, with more than 26.4 billion VND, the construction cost is more than 7 billion VND, the rest is consulting, contingency, project management and other costs. This proposal shows that the site clearance cost is still the biggest burden, and this figure is similar to the actual site clearance cost approved for the first phase of the project (more than 30 billion VND). However, this proposal has not yet been approved.
In order for this important route to be completed soon, it is necessary for the authorities to review all documents, unify the boundaries, adjust the total investment reasonably and urgently allocate sufficient funding, especially for site clearance work to pay households whose land is recovered and effectively promote project investment resources.
