Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Pham Van Thieu gave a speech at the meeting.
According to Chau Thoi commune, up to now, the whole commune has completed 151 houses for meritorious people and 102 houses for poor and near-poor households in phase 1. In phase 2, after review, policy beneficiaries and martyrs' relatives are eligible for implementation of 111/163 houses, the remaining 52 houses are not eligible because the households do not accept repairs and the houses still ensure 3 hard.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Pham Van Thieu and Vice Chairman of the Provincial People's Committee Ngo Vu Thang visited the household of Ms. Nguyen Ngoc Diep, Thanh Hung 2 Hamlet, Chau Thoi Commune, whose family has 7 relatives who are martyrs.
Mr. Nguyen Van Son, Vice Chairman of Chau Thoi Commune People's Committee informed: "These are households that have been carefully screened and are eligible for support, in the spirit of not missing any beneficiaries. It is expected that the remaining houses will start construction simultaneously on July 11."

Working with Vinh Loc commune, the delegation also noted that the whole commune has 277 houses approved for support in building new houses and repairing houses. Up to now, 201 houses have been completed, 17 houses are under construction but not yet completed. The remaining 59 houses have not been constructed due to the time of administrative unit merger.
Accordingly, local representatives also proposed that the Provincial People's Committee soon allocate 50% of the funding for building houses for policy beneficiaries and martyrs' relatives in the first phase to pay for families and allocate funding for households to build new houses and repair in the second phase.
On the same afternoon, the working group also worked with Phong Hiep commune. According to the report, the commune has completed 63 houses for families of meritorious people and 40 houses for poor and near-poor households in phase 1, meeting the set target. However, Phong Hiep commune added 30 more houses. This second phase is expected to start on July 24.
Grasping the actual situation of the communes, Director of the Department of Finance Huynh Cong Quan suggested that localities make a specific list and summarize the disbursement needs for the Department of Finance to consider support. Mr. Quan also noted that after the merger, the communes need to reopen accounts to ensure disbursement procedures.
To resolve the difficulties, Director of the Department of Agriculture and Environment of the province To Hoai Phuong proposed: “While waiting for capital, localities should connect with businesses to advance materials. At the same time, it is necessary to mobilize to reduce construction labor costs, provide additional support to people and ensure the safety of the electrical system, avoid using old electrical wires, which pose potential safety risks.”
Director of the Department of Agriculture and Environment of the province To Hoai Phuong proposed solutions to promote the progress of eliminating temporary and dilapidated houses.
Vice Chairman of the Provincial People's Committee Ngo Vu Thang emphasized: "Eliminating temporary and dilapidated houses is an urgent task, and localities are requested to urgently implement it. It requires the synchronous participation of the entire political system, mobilizing social resources and armed forces to support working days to speed up the progress."

Directing after the survey, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Pham Van Thieu acknowledged the efforts of the locality in eliminating temporary and dilapidated houses. At the same time, he requested the communes to continue reviewing, synthesizing, verifying the right subjects, and mobilizing maximum resources to ensure the progress and effectiveness of the program.
The Chairman of the Provincial People's Council especially noted: "For households that do not receive support in this period, it is necessary to have them sign a commitment. For those who are policy families or meritorious people, if any of them are missed, the Secretaries and Chairmen of the People's Committees of the communes must be responsible to the provincial leaders."
This inspection is also an opportunity for functional sectors and local authorities to closely assess the implementation progress, promptly remove difficulties and obstacles in the implementation process, and be determined to complete the goal of eliminating temporary and dilapidated houses, contributing to the construction of advanced new rural areas and model new rural areas.

The total number of approved beneficiaries under the Project to eliminate temporary and dilapidated houses in Bac Lieu province (old) is 2,558 households (of which 1,073 households are newly built and 1,485 households are repaired). The total support capital is over 128 billion VND. To date, 1,941 houses have been started, reaching 76%; the supported capital is 98 billion VND, 1,475 houses have been completed; 466 houses have not been completed; the remaining 617 houses have not been implemented. The capital needed to support is over 29 billion VND.
