People come to transact mainly in areas such as land registration, issuance and management of identity cards, issuance of certificates of eligibility for production and business, certification of documents... Ms. Hoang Thi Nga came at 7:30 to do the procedures for land transfer. Thanks to the enthusiastic guidance and support of the staff at the Center, the procedure was smooth and quick.
Truong Thi Ward was formed on the basis of merging Truong Thi Ward (old) and Thanh Loi Commune (old), a ward with an area of over 31.5 km2, a large population of nearly 70 thousand people, so the work is very large. Comrade Phung Trung Dung, Vice Chairman of Truong Thi Ward People's Committee shared: Cadres and civil servants are very moved, determined and ready to work according to the new model with the spirit of proactively serving the people. At the same time, he believes that the 2-level local government model will have positive results, shifting from administrative thinking to service thinking to better perform the task of serving the people and businesses.
To effectively handle the tasks transferred from the district and city levels, comrade Phung Trung Dung hopes that the province will soon arrange financial resources for localities to repair, upgrade, and equip additional equipment to better serve the needs of local people and businesses.

Not only in Truong Thi ward, the spirit of readiness to serve has also spread to all other communes and wards in the province. At the Phat Diem Commune Public Administration Service Center, it is expected to receive, process and return results of hundreds of administrative procedures every day. Comrade Pham Thi Thom, Deputy Director of the Phat Diem Commune Public Administration Service Center, said that all officials and civil servants of the Center have quickly received, familiarized themselves with the work and studied the new administrative procedure settlement process. Thanks to that, the first day of operation basically met the needs of serving organizations and individuals, everything took place regularly and orderly, without any backlog of documents or service interruptions. People did not spend much time doing procedures nor did they have to wait long. Ms. Nguyen Thi Hoa, a citizen who came to do land procedures, expressed surprise because the procedures were resolved so quickly.
Similarly, at the Nam Hoa Lu Ward Public Administration Service Center, infrastructure, human resources, technology and spirit are all carefully prepared to create a real push in serving the people. The Center has 7 counters to receive administrative procedures, 4 counters to return results and perform digitalization, along with citizen support services such as document scanners and text lookup machines. Comrade Hoang Ngoc Khuyen, Deputy Director of the Nam Hoa Lu Ward Public Administration Service Center, said that since early morning, the Center has received and processed administrative procedures for 20 citizens, ensuring speed, smoothness and efficiency. VNPT Ninh Binh also sent 2 officers to the ward to support the immediate handling of technical problems in the process of implementing administrative procedures.
Comrade Le Thi Thai Ha, an expert at the Nam Hoa Lu Ward Public Administration Service Center, shared that as soon as the decision was made to transfer her to the Center, she immediately went to get acquainted, receive and carry out the task. At the same time, she actively coordinated with relevant units to quickly resolve people's records according to the 2-level government model, ensuring that there was no backlog. With a ready mindset, she and her colleagues tried to prepare as thoroughly as possible to operate the Ninh Binh e-government system according to the 2-level local government model effectively, smoothly and safely.
Ms. Hoang Thi Kim Phuong, on the first day of coming to do the procedures for issuing and changing the red book, said: The staff worked very professionally, welcomed her attentively and enthusiastically, and the online submission was very convenient.
To ensure the effective operation of the Public Administration Service Centers according to the official 2-level local government model from July 1 according to the roadmap, in the past time, communes and wards in the province have promptly developed organizational plans; arranged human resources to work at each Center; trained, issued instructions, boards, charts, nameplates; installed equipment; upgraded software and transmission lines.
According to information from the Department of Science and Technology, on July 1, both document processing and administrative procedure reception systems operated stably, smoothly, effectively, and handled administrative procedures well for organizations and individuals. On July 1, as of 5:00 p.m., Ninh Binh province had 544 records synchronized to the National Public Service Portal, of which 173 were direct records (accounting for 31.8%) and 371 were online records (accounting for 68.2%).
The transition from a 3-level to a 2-level local government model is not only a change in organization but also a strong reform step to bring the government closer to the people and serve them more effectively. The first day of stable and smooth operation is a positive signal for the development of Ninh Binh province's public administration, aiming at the highest goal of people and businesses' satisfaction.
