A series of regional tax branches recently issued official dispatches announcing the update of taxpayer address information according to new administrative areas and tax authorities directly managing taxpayers.
The tax authority has updated taxpayer address information on the tax industry database system according to the new administrative area list (provincial and communal levels) as well as the tax authority directly managing the taxpayer.
Changing the taxpayer's address according to the new administrative area list does not require the taxpayer to adjust the information on the Business Registration Certificate.
The notice of the tax department is the basis for taxpayers to explain to relevant agencies or to customers in case the address stated on the invoice is the address updated by the tax authority according to the new administrative area list but the information on the Business Registration Certificate is still the address according to the old administrative area list.
In case the taxpayer needs to update the business registration certificate, the Regional Tax Department requests the taxpayer to carry out the prescribed procedures with the business registration agency.

From July 1, according to the proposal of the Ministry of Finance in the draft amendment to Decree 29/2025, the model of 20 regional tax branches will become 34 provincial and centrally-run city tax units (an increase of 14 units). At the same time, 350 district-level tax teams will also be converted into corresponding units under the provincial and municipal tax to manage at the commune level.
The Ministry of Finance said the model adjustment aims to ensure consistency within the industry, in line with the principles of organizing the new administrative apparatus.
