(Chinhphu.vn) - Starting from August 15, 2025, fixed-route passenger transport services by car will have a specific economic and technical regulatory framework, helping to standardize transport operations, create a basis for calculating fares and improving the quality of passenger service.

For the first time, the construction industry has issued a separate legal document for fixed-route passenger transport services.

The Ministry of Construction has just issued a Circular regulating the economic and technical characteristics of fixed-route passenger transport services by road.

This is the first time the construction industry has issued a separate legal document for this type of transportation service, to clarify the technical and economic characteristics and serve more effective management and operation.

The Circular applies to passenger transport businesses by car on fixed routes and related agencies, organizations and individuals. Vehicles are divided into two types: seat cars and sleeper buses, with the condition that they must use cars with 8 seats or more (not including the driver's seat).

Vehicles must operate on a defined route, with starting and ending points at licensed bus stations. Service quality is assessed based on vehicle type, passenger support equipment on the vehicle as well as preferential policies for passengers.

Units of calculation are divided according to each mode of transport. Accordingly, for seat vehicles: calculated by seat for one passenger/km, or by stage, or by entire route.

For sleeper buses: calculated according to bed for one passenger/km, leg, or entire route.

Help transport companies build appropriate prices

According to the drafting agency, the issuance of the Circular is not intended to require transport businesses to adjust fixed-route fares. This document only serves as a basis for units to calculate, evaluate business efficiency and build prices appropriate to their operating capacity.

Each transport route and each business has different characteristics. If the current price is reasonable, effective and accepted by passengers, then the business does not need to change. However, if there is a need to adjust the ticket price, the Circular will be a clear and transparent legal basis to help businesses come up with a more reasonable solution.

The clear regulation of economic and technical characteristics of fixed-route passenger transport services is expected to remove many difficulties and obstacles in the current management of transport activities. At the same time, the Circular will contribute to improving service quality, ensuring traffic safety, social order and creating a fair and transparent competitive environment among enterprises.

The Circular takes effect from August 15, 2025.

It is known that currently, most transport enterprises are building fixed-route passenger transport fares by road based on factors related to vehicles (number of seats/beds, fuel, vehicle depreciation, vehicle wear and tear, vehicle repair and maintenance, station markings, physical insurance, civil insurance, vehicle inspection price, road maintenance fee, etc.), drivers, service staff, vehicle routes, business management organization, etc.
