Mr. Nguyen Van Phuc - Deputy Minister of Education and Training of Vietnam and Mr. Saadi Salama - Ambassador of the State of Palestine to Vietnam represented the Governments of the two countries to perform the signing ceremony.
Speaking at the signing ceremony, Deputy Minister of Education and Training Nguyen Van Phuc affirmed that Vietnam and Palestine are two countries with a good traditional friendship, built and nurtured over many decades.
Throughout the development journey, the two countries have always given each other valuable support in international forums as well as in bilateral cooperation areas.Education and training is one of the strategic cooperation areas, contributing to creating a sustainable foundation for the long-term development of bilateral relations.

Previously, in 2010, the Vietnamese Ministry of Education and Training and the Palestinian Ministry of Education signed an Education Cooperation Agreement for the 2010-2015 period. This agreement was then automatically extended until 2019. During the 2010-2019 period, the Vietnamese Government granted full scholarships to 24 Palestinian students to study at Vietnamese higher education institutions.
The cooperation agreement for the period 2025-2030 clearly defines the forms of cooperation, the number of annual exchange scholarships, and the benefits for international students. The two sides also encourage expanding cooperation through activities such as exchanging lecturers, students, and experts; sharing academic information and research publications; and implementing joint research projects between educational and training institutions.

Deputy Minister Nguyen Van Phuc shared that in the coming time, Vietnam will continue to create conditions for Palestinian students to have the opportunity to study at high-quality higher education institutions in Vietnam. At the same time, it is ready to share experiences in educational innovation, digital transformation in education, vocational education development and training of high-quality human resources.
“With the joint efforts of both sides, the Vietnam-Palestine educational cooperation in the coming period will be more effective, contributing to strengthening the friendship between the two peoples and actively contributing to peace and stability in the region and the world,” Deputy Minister Nguyen Van Phuc affirmed.

The Deputy Minister also expressed his sincere thanks to the Palestinian Embassy in Vietnam and the Ambassador himself for their efforts in promoting the negotiation process and preparing for this signing ceremony, helping the friendly and cooperative relationship between Vietnam and Palestine to develop more and more well.
Speaking at the signing ceremony, Ambassador Saadi Salama emphasized that this is an important milestone, opening a new chapter in bilateral cooperation.
The Ambassador affirmed that the friendship between the two countries is built on a foundation of deep empathy and has been forged through years of struggle for independence, freedom and national dignity.
“It is the sharing of challenges that has strengthened the bond between the two countries. Today, we continue that story with a noble form of cooperation, educational cooperation,” the Ambassador shared.
According to Ambassador Saadi Salama, the cooperation agreement is not only a legal document but also a commitment to invest in the future, nurturing the younger generation who will inherit traditional values and take the country forward. The Ambassador expressed his belief that the two sides will realize the agreed contents through specific and effective actions, in the spirit of sincere cooperation and high determination.
