The contest is organized into 2 rounds: The qualifying round takes place from June 16, 2025 to July 15, 2025. The final round will be held within 15 days after the qualifying round ends. Contestants are cadres, soldiers, civil servants, public employees, workers, students and people from all walks of life currently living, studying and working in the province.

Candidates will answer a set of multiple-choice questions with the content of the 2015 Penal Code (amended and supplemented in 2017); Law on Prevention and Combat of Human Trafficking in 2024; Law on Road Traffic Order and Safety in 2024... within 15 minutes, including 21 questions, of which 20 questions are related to the test content and 1 question predicting the number of people who answer correctly.

This is an important contest in the province's Law Dissemination andEducation Plan for 2025, aiming to widely disseminate legal regulations, especially new legal documents on crime prevention and law violations, raising awareness, sense of compliance and self-protection and community of cadres, civil servants, public employees, workers, students and all people in the province in the new situation. Thereby, contributing to the effective implementation of new legal documents on crime prevention and law violations issued in 2024 and 2025.

At the end of the contest, the Organizing Committee will award 1 First Prize (worth 5 million VND), 3 Second Prizes (worth 3 million VND), 5 Third Prizes and 20 Consolation Prizes.
