Hoa Binh Hydroelectric Reservoir opens 1 bottom spillway gate

On the morning of September 22, a representative of the Department of Dyke Management and Natural Disaster Prevention and Control said that Minister of Agriculture and Rural Development (MARD) Le Minh Hoan had just issued a telegram ordering the Director of Hoa Binh Hydropower Company to open a bottom spillway gate.

Accordingly, at 9:00 a.m. today, the upstream water level of Hoa Binh Lake was at 116.99 m, the inflow to the lake was 3,179 m3/s, and the discharge was 2,039 m3/s.

Implementing the inter-reservoir operation process on the Red River basin, the Minister of Agriculture and Rural Development ordered the Director of Hoa Binh Hydropower Company to open a bottom spillway gate of Hoa Binh Hydropower Reservoir at 12:00 noon on the same day.

At the same time, it is required to closely monitor the developments of floods and rains, safety of works, flow to the lake, water levels upstream and downstream of the reservoir, and promptly report to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control) and relevant agencies as prescribed.

To ensure safety in the downstream area, the Ministry of Agriculture and Rural Development also sent an official dispatch to 12 provinces and cities including: Hoa Binh, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hai Duong, Hai Phong, Hung Yen, Ha Nam , Thai Binh, Nam Dinh, Ninh Binh.

The official dispatch requests that the People's Committees of the above provinces and cities immediately notify authorities at all levels, people, and organizations operating on rivers and riverbanks; aquaculture facilities, water transport vehicles; ferry terminals; review and ensure the safety of works under construction; and activities of sand and gravel exploitation, gathering, and transit to know information about the flood discharge of Hoa Binh Hydropower Reservoir to proactively take preventive measures to ensure the safety of people and property.

Direct relevant agencies and units to coordinate with the lake owner to find solutions to ensure safety for curious people approaching the flood discharge viewing area.
