Transparency from traceability of goods to enter the responsible export group

According to the National Data Association, many countries, including Vietnam, are currently facing major challenges from the new US tariff policy. A national goods traceability platform not only helps Vietnam meet the US's transparency requirements but also directly supports businesses in avoiding the 40% transit tax.

The fact that each product has an identification code and a digital origin record clearly proves that the goods are domestically produced, not disguised as foreign goods.

In addition, the platform also brings other long-term benefits such as: Standardizing the product registration and authentication process, helping to save time and costs for businesses; Enhancing the reputation of Vietnamese goods in the international market thanks to transparent traceability and compliance with international standards such as GS1, FSMA (USA). At the same time, protecting domestic and international consumers from counterfeit and fake goods, as well as supporting the process of building a national brand based on transparency and trust in the supply chain.

“This platform is especially important in the context of international trade shifting strongly towards “conditional trade” models – where information, origin, transparency and sustainability of products become mandatory criteria instead of just competitive advantages,” said a representative of the National Data Association.

Proactively developing a national traceability platform not only helps Vietnam respond to trade defense measures, but also demonstrates a strong commitment to trade transparency, protecting consumer rights and promoting national digital transformation.

In the long term, this platform can become a strategic data infrastructure, contributing to building a smart commerce ecosystem where every product can be traced from farm to table, from factory to supermarket, with high reliability and instant checking capabilities.

“This is the key for Vietnam to confidently enter the group of the most responsible and transparent exporting countries in the world ,” the National Data Association emphasized.

The Law on Product and Goods Quality will take effect from January 1, 2026, and is considered an important breakthrough in risk management and promoting digital transformation in the field of product and goods quality, opening up many opportunities for innovation and improving management efficiency.

The new law shifts from administrative management to risk-based management. The legalization of the concept of “product digital passport” helps consumers and management agencies easily trace the origin, production process, and evaluate product quality. The application of a digital traceability system not only increases transparency but also contributes to preventing commercial fraud and increasing consumer confidence in domestic products.

Sharing at the regular press conference at the end of June 2025, Deputy Minister of Science and Technology Bui Hoang Phuong said that in the fight against counterfeit goods, instead of having to follow each unpredictable manual trace, the authorities can completely rely on the QR code on the product to identify the truth. This is not only a method of inspection, but also a tool to clarify responsibilities, which can be exploited.

“If we build a national system for product traceability, we can know which manufacturing facility has produced how many products, where the products are shipped to, which supermarkets they are in, or for example, which areas the medicines are circulating in, who is transporting the products. From there, we can compare and determine whether the product is counterfeit or not,” said Deputy Minister Bui Hoang Phuong.

Anti-counterfeiting with technology: No more “manual tracing”

According to Deputy Minister Bui Hoang Phuong, in Vietnam, efforts to build traceability tools have been initially recognized in a number of product lines such as meat, eggs, clean vegetables in Ho Chi Minh City and a number of small-scale OCOP products. However, current systems are still fragmented, lack connectivity and have not yet formed a synchronous data platform that can be integrated nationwide. This is the gap that the Ministry of Science and Technology wants to fill with a national traceability platform.

“The Ministry of Science and Technology proposes a solution to soon build a national database on the origin and quality of products and goods. Each product will be assigned a QR code, and when people or businesses scan this code, they can retrieve information related to the product. This system will greatly facilitate state agencies in inspecting, checking and handling violations, while enhancing the responsibility of production facilities and people in ensuring the quality of goods. The responsibility of each subject, such as the transporter, will also be clarified, making it easier to retrieve information,” Deputy Minister Bui Hoang Phuong informed.

At the recent national online conference to review the work of the first 6 months of 2025 and summarize the peak period of fighting, preventing and repelling smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights, Deputy Minister of Public Security Nguyen Van Long said that one of the tasks assigned by the Prime Minister to the Ministry of Public Security within the framework of Project 06 is to coordinate in building a data platform on the origin of goods.

“The Ministry of Public Security is currently developing this system, expected to put it into trial operation at the end of this year, initially applied to a number of groups of goods. Once operational, the platform will help people trace the origin of products, contributing to preventing trade fraud, counterfeit goods, smuggled goods, and providing data for policy making,” Deputy Minister Nguyen Van Long informed.

In a market where trust determines the vitality of a brand, traceability is a tool to restore order, create a fair playing field and empower both consumers and regulators. When properly implemented, it is not only a “technological shield” against counterfeiting – but also a foundation for positioning and elevating Vietnamese brands in the global value chain.
