Two coastal villages in Khanh Hoa after half a year of resolution to start nuclear power

(Dan Tri) - After more than half a year since the National Assembly voted on a resolution to restart the Ninh Thuan nuclear power project, land acquisition and site clearance are being carried out in two coastal villages within the planning area.

At the end of 2024, the National Assembly passed a resolution to continue implementing the investment policy for the nuclear power plant project in Ninh Thuan (old). By June this year - half a year after the resolution was issued - the project was entering the stage of land acquisition and clearance.

The People's Committee of Ninh Thuan province (old) was assigned the task of organizing the implementation of component projects including site clearance, migration and resettlement for two large-scale nuclear power plants, Ninh Thuan 1 (Phuoc Dinh commune, Khanh Hoa province) and Ninh Thuan 2 (Vinh Hai commune, Khanh Hoa province).

Recently, Ninh Thuan province (old) has proactively reviewed land and implemented site clearance for resettlement of Ninh Thuan 1 and 2 nuclear power projects. However, the implementation process has encountered some difficulties.

According to Dan Tri reporters, as of early June, most households in the two coastal villages of Thai An (Vinh Hai commune, Ninh Hai) and Vinh Truong (Phuoc Dinh commune, Thuan Nam) located in the core area of ​​the two nuclear power plants have not yet relocated. People still live concentratedly in the area. Some households said they have received notices of land reclamation and the authorities have carried out inventory work.

According to the People's Committee of Ninh Thuan province (old), the lack of agreement on land clearance boundaries leads to a lack of basis for localities to implement land clearance, migration and resettlement projects according to the set schedule.

At the Ninh Thuan 1 Nuclear Power Plant project (in Vinh Truong village, Phuoc Dinh commune, Khanh Hoa province), the total planning area is more than 485 hectares, of which the plant construction area occupies about 409 hectares.

According to information, the project affects 617 households with 2,910 people; of these, 600 households need to be resettled. The locality has approved a resettlement area of ​​64.84 hectares, an increase of more than 21 hectares compared to the original plan, including 605 residential plots (each plot is 300 square meters wide) ready for handover.

By early April, the People's Committee of Ninh Thuan Province (old) had issued 27 notices of land reclamation in resettlement areas and 497 notices of land reclamation for the project factory area. Some households in Vinh Truong village said they were willing to move to the resettlement area and give up land to build the nuclear power plant. However, they shared that until now there has been no specific compensation price and they hope that the compensation price will be in line with the actual market price.

Ms. Nguyen Thi Be (52 years old, Vinh Truong village, Phuoc Dinh commune, Khanh Hoa province) shared: "For the common good and the development of the country, my family always supports and accepts to give up land to build the project and is mentally prepared to move to a new place. Now that the project is about to be built, people hope that the authorities will soon issue a specific time so that people do not have to wait and focus on investing and doing business. When they move to a new place, they hope that the State will create jobs and sustainable livelihoods for people."

Across from Mrs. Be’s house, Mr. Nguyen Van Tam (54 years old, Vinh Truong village, Phuoc Dinh commune) has been collecting and processing seaweed for over ten years. Mr. Tam said his family has received a decision to reclaim the land and is ready to move to a resettlement area, giving up the land to build a nuclear power plant.

"I hope the government will soon implement the resettlement and build resettlement areas so that people can stabilize their housing and focus on their business. In the new place, my family will still buy seaweed from the locals, a job that helps me and many people in Vinh Truong village have a stable income," Mr. Tam shared.

On the streets of Vinh Truong village, people were chatting excitedly about the Nuclear Power Plant project. People expressed their interest in jobs and livelihoods in the new place.

Vinh Truong is considered the "capital" of snail and shrimp farming in Ninh Thuan province (old). After more than 15 years of not being allowed to build or transfer houses and land due to project planning, for more than a year now, people in Vinh Truong village have been allowed to build houses, and their lives have been developing day by day. Currently, many shrimp and snail farms of the people are abandoned after being harvested, and some households have reduced their scale.

About 50km north of the Ninh Thuan 1 Nuclear Power Plant project, the Ninh Thuan 2 Nuclear Power Plant project is located in Thai An village, Vinh Hai commune, Ninh Hai district with a total construction area of ​​over 643 hectares, of which the factory area occupies over 404 hectares. The project affects 844 households with 2,319 people, of which 553 households need resettlement.

In addition to being famous for its grape specialties, Thai An village is also a coastal area with agricultural strengths with other crops such as apples, onions, garlic, chili peppers, etc. In recent years, as Vinh Hy Bay has been increasingly visited by tourists from all over the country, Thai An grape village has become a familiar address for tourists when coming to Ninh Thuan province (old). Thanks to that, the lives of Thai An farmers have improved and their lives have stabilized.

According to records, people in Thai An village still maintain their daily activities, farming and production as usual. The lack of a specific time for relocation has made many households both expect to receive support soon and somewhat hesitant to invest more in their current livelihoods.

Up to now, the resettlement area has an area of ​​about 54.4 hectares; completed inventory for more than 190 households, determined the land origin for 202 households, notified land recovery for 450 households and is conducting inventory for the remaining households. The locality has also relocated about 1,439 graves...

According to Mr. Nguyen Han, Head of Thai An village, the Ninh Thuan Nuclear Power Plant project will affect about 200 households and more than 1,000 people, mainly farmers growing grapes, garlic, and shallots.

"People have long been ready to relocate so that the State can build a nuclear power plant. Now that people's economic life has gradually stabilized, moving to a new place will have many worries about their lives, livelihoods, and economic impacts. However, for the common good, people accept it, only hoping for an early implementation so that people can stabilize their lives in their new place," Mr. Han suggested.

Many inter-village concrete roads and roads leading to the fields will be newly built from 2023, making it easier for people to travel and trade. Some households in Thai An village hope that the State will have a satisfactory compensation policy, arrange resettlement, and stabilize their jobs soon. They also want to continue growing grapes and develop the agricultural tourism sector.

The planned resettlement area for the Ninh Thuan 2 Nuclear Power Plant project in Thai An village has a total construction area of ​​about 109 hectares. In addition to the resettlement lots, this area also builds a village community house, a commune cultural house, Long Phuoc pagoda, Thai An village communal house, a kindergarten, a memorial, a primary school, a secondary school, etc.

In early June, the People's Committee of Ninh Thuan province (old) sent a document requesting the Prime Minister to direct the Ministry of Finance to allocate VND 3,200 billion from the central budget in 2025 to carry out site clearance and resettlement for nuclear power plants 1 and 2. The remaining amount will be supplemented when there are sufficient conditions in terms of scope, boundaries, and urgent needs.

In addition, to shorten the time to carry out work related to the nuclear power project, the People's Committee of Ninh Thuan province (old) also proposed that the Prime Minister recommend the National Assembly to allow separating the compensation, support, resettlement, and site clearance of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plant projects into independent component projects.

On June 19, the Government Office sent a document to the Ministers of Industry and Trade, Finance, Agriculture and Environment, and Science and Technology regarding the proposal of the People's Committee of Ninh Thuan province (old) on the Ninh Thuan Nuclear Power project.

Accordingly, in order to complete the handover of the project site to the investor this year and start construction soon, completing the investment and construction work before December 31, 2030 as directed by the Prime Minister, Deputy Prime Minister Bui Thanh Son requested the Minister of Industry and Trade to preside over and coordinate with relevant ministries and branches to study and synthesize the recommendations of the People's Committee of Ninh Thuan province (old) related to adjusting the project investment policy.

Separate compensation and resettlement into independent projects; authorize localities to approve adjustments to migration and resettlement projects; and simultaneously carry out site clearance and migration work in parallel with adjustments to the Provincial Planning. The Ministry of Industry and Trade must advise and propose solutions to the Prime Minister before June 25.

The remaining Ministries are assigned to study and handle recommendations on budget allocation, project implementation within the Nui Chua biosphere reserve and the issue of safe distance from residential areas; and report to the Prime Minister on matters beyond their authority in June.
