Economic growth exceeds scenario, each quarter is higher than the previous quarter
According to comrade Truong Viet Dung, in the context of complex international fluctuations, Hanoi has demonstrated a high spirit of determination, proactive creativity in leadership and management. Thoroughly grasping the direction of comrade General Secretary To Lam, with the motto "new vision - new global thinking, capital thinking and Hanoi action", the City People's Committee has synchronously implemented the directions of the Central Party Committee, National Assembly, Government and City Party Committee, City People's Council. In particular, the city focuses on solutions breakthrough to achieve the target of GRDP growth of 8% or more, promote the private economy, apply science and technology, innovate, serve people and businesses.
In the first 6 months of 2025, the city focused on implementing the Law on the Capital (amended) to create outstanding mechanisms; promptly issued important programs and action plans and focused on promoting administrative reform with proactive, urgent and creative approaches.
"The city promotes comprehensive digital transformation, builds a smart city, and at the same time, focuses on accelerating the progress of key projects through the "green lane" mechanism, shortening the time to process project documents...", said comrade Truong Viet Dung.
In particular, the city has carried out a revolution to streamline the apparatus and operate the two-level government quickly and effectively: As of July 8, 2025, after 8 days of implementation, 126 new communes and wards have operated stably, with no interruptions recorded in administrative procedure settlement; 100% of communes and wards process electronic documents with digital signatures throughout the process and more than 84,000 temporary processes have been configured, ensuring effective service to people and businesses...
In the first 6 months of 2025, Hanoi city has achieved many results. Notably, economic growth exceeded the scenario, each quarter was higher than the previous quarter, and major balances were guaranteed. Gross regional domestic product (GRDP) in the first 6 months of the year achieved a growth rate of 7.63% (the whole country is estimated to reach 7.52%), higher than the same period in 2024 (6.13%) and exceeded the set scenario (7.59%). The first quarter increased by 7.56%, the second quarter increased by 7.69%, the third quarter is forecast to reach 8.18% and the fourth quarter to reach 8.53%, ensuring the completion of the target of 8% for the whole year.
Total budget revenue in the area was 392.2 trillion VND, reaching 77.6% of the estimate, up 51.4% over the same period. Total local budget expenditure was 67 trillion VND, reaching 40.3% of the estimate, up 50.6%.
The economic structure shifted positively, with the service sector accounting for 68.58%, industry and construction 19.42%, agriculture, forestry and fishery 2.09%... Total retail sales of goods and consumer service revenue reached 455.1 trillion VND, up 12.1% over the same period, higher than the national growth rate.
Meanwhile, the Consumer Price Index (CPI) increased by 3.2% (nationally 3.8%). Tourist arrivals reached 3.6 million, up 22.1%, with 2,636 million international arrivals (up 23.6%), exceeding the national tourism growth rate (23.8%). Export turnover reached nearly 10 billion USD, up 12.5% over the same period; import turnover reached 22.3 billion USD, up 14.3% over the same period.
Regarding investment attraction and business development, total development investment capital reached 223.5 trillion VND, accounting for 14% of the country's total capital. The city attracted more than 3.67 billion USD in FDI capital (an increase of 216%, exceeding the target planned at the beginning of the year).
In the first 6 months of the year, 15,681 new businesses were registered, up 0.5%; registered capital was over 162.1 trillion VND, up 13%. 5,941 businesses resumed operations, up 4%...
Regarding urban infrastructure development, the city has approved 83/83 urban planning projects and 4 architectural management regulations, completed 4 new projects (underground construction space, urban subdivision of Red River, Duong River, parking lots), contributing to shaping a modern, multi-center urban space.
According to the Vice Chairman of the City People's Committee, to date, the urbanization rate has reached 52.5%, an increase of 1.2% over the same period, with 19 housing projects eligible for business (21,648 units) and a social housing project in the Phap Van - Tu Hiep New Urban Area. Key traffic projects are being accelerated under the "green lane" mechanism, with Tu Lien bridge starting construction on May 19, 2025; Tran Hung Dao, Ngoc Hoi, Van Phuc, Thuong Cat bridges expected to start construction on September 2, 2025...
Recently, the city has recognized 72 more science and technology enterprises, bringing the total number to 187 enterprises. Along with that, cultural and social activities are well organized, contributing to serving the lives of the people of the capital better and better. Determined to achieve GRDP of 8% or more
Regarding the key tasks and solutions for the last 6 months of 2025, Vice Chairman of the City People's Committee Truong Viet Dung emphasized that in order to achieve the target of GRDP growth of 8% or more, the City People's Committee focuses on tasks such as: Promoting economic growth, with solutions to stimulate domestic consumption; promoting industrial production; supporting and developing the private economy, improving the investment and business environment; promoting the application of high technology in agriculture; speeding up disbursement progress with the determination to achieve 100% of public capital investment.
At the same time, the city continues to strongly promote science, technology and innovation, effectively implementing Resolution 57-NQ/TU: Deploying electronic medical records at 100% of public hospitals in the third quarter of 2025, expanding the "Digital Education for All" movement to 80% of urban households; Synchronizing 1,917 administrative procedures, 4,400 commune and ward accounts, 13,000 user accounts, ensuring real data connectivity; supporting 50 innovative start-up projects at Hoa Lac High-Tech Park, attracting an additional 500 million USD of FDI capital into high technology.
The city focuses on building sustainable, modern urban areas in harmony with the countryside: Completing 4 new planning projects (underground construction space, urban subdivisions of the Red River, Duong River, parking lots) in the third quarter of 2025. Especially speeding up the progress of Ring Road 4 - Hanoi Capital Region (disbursing 50% of the plan), urban railway lines No. 2, No. 5, and 6 large bridges across the Red River (Hong Ha, Me So, Thuong Cat, Ngoc Hoi, Tran Hung Dao, Van Phuc)...
The city will also focus on handling dust, wastewater, and garbage pollution, gradually creating a clean and livable environment: Putting Yen Xa wastewater treatment plant into operation in the third quarter of 2025, speeding up the progress of Viet Hung and Nam An Khanh wastewater treatment projects. Implementing the program to renovate To Lich, Lu, and Set rivers, reduce pollution levels by 50% by the end of the year...
Along with that, the city presided over and closely coordinated with central ministries and branches to successfully organize the peak period of celebrating the 80th anniversary of the August Revolution and National Day September 2.
"In addition, the city continues to prepare for the organization of Party Congresses at all levels; effectively operate the two-level government model, ensure smooth operations of 126 new communes and wards, take people and businesses as the center of service; the satisfaction of people and businesses is a measure of the quality and efficiency of the two-level government', comrade Truong Viet Dung emphasized.
