Chief Justice of the People's Court of Hanoi Nguyen Xuan Ky said that in the first 6 months of 2025, the two-level People's Court of Hanoi city has resolutely implemented key tasks, so all aspects of work have had many positive changes.
The two-level city courts have proactively coordinated with the police and prosecutors at all levels to organize trials of criminal cases, ensuring the principle of "right person, right crime, right law", not wrongly convicting innocent people and not letting criminals escape.
Major and complicated criminal cases that have received public attention, especially cases monitored and directed by the Central Steering Committee and the City Party Committee's Steering Committee on anti-corruption and anti-negativity, have been promptly brought to trial by the court in coordination with the central and city prosecution agencies, meeting political requirements, demonstrating strictness but also humanity, and receiving public support and appreciation.
In the first 6 months of 2025, the People's Court at two levels in Hanoi city received 27,283 cases and resolved 16,990 cases, reaching a rate of 62.27%. Compared to the period of 2024, the number of received cases increased by 3,456 cases; the number of resolved cases increased by 2,295 cases.
Regarding criminal cases, the Hanoi People's Court at two levels accepted 5,294 cases/1,240 defendants, resolved 4,251 cases/8,610 defendants, reaching a rate of 80.3%; promptly, strictly and in accordance with legal regulations resolved 100% of the cases monitored and directed by the Central Steering Committee and the City Party Committee's Steering Committee on preventing and combating corruption, waste and negativity.
In particular, the City People's Court has accepted the case of violating regulations on fire prevention and fighting; lack of responsibility causing serious consequences occurring at Khuong Ha street, Khuong Dinh ward, Thanh Xuan district (old); cases related to the vehicle inspection center; cases related to "Receiving bribes", "Taking advantage of influence over people with positions and powers for personal gain", "Taking advantage of positions and powers while performing official duties", "Violating accounting regulations causing serious consequences", "Violating bidding regulations causing serious consequences" occurring at Phuc Son Group Joint Stock Company (expected to be sentenced on July 11, 2025)...
The two-level People's Court of Hanoi city also continues to implement the "one-stop" judicial administrative model and promote the application of information technology in court work.
The People's Courts at two levels of the city have organized 337 experience-sharing sessions, of which 22 cases were online; have announced 6,249 legally effective judgments and decisions; and have tried 330 cases online.
Tighten discipline and public order
In addition to the achieved results, the People's Court at two levels in Hanoi city said that there are still some shortcomings and limitations such as: The rate of resolving some types of cases is still low; overdue cases have decreased but there are still cases that are annulled or amended due to errors by judges...
The reason is that the number of cases at the two-level People's Court of Hanoi City has increased rapidly; the nature and content of disputes, as well as violations, are increasingly complicated, requiring judges to invest a lot of time and effort to research and resolve.
Many cases are overdue because agencies and organizations are slow to provide or do not provide complete documents and evidence... The participation of agencies and organizations in administrative cases is still limited, directly affecting the progress and rate of case resolution.
The qualifications and capacity of the judges are not uniform. Some judges are still afraid of having their cases annulled or revised, so they are not proactive in research and adjudication.
In addition, the management, direction, inspection and supervision of the leaders are not close, lack determination and have not fully promoted their roles and responsibilities.
Regarding the tasks for the last 6 months of 2025, Chief Justice of the People's Court of Hanoi City Nguyen Xuan Ky said that the two-level People's Court of Hanoi City will strengthen political and ideologicaleducation ; moral qualities; sense of organization and discipline; sense of responsibility; political mettle and professional ethics; and thoroughly implement the motto of action "Solidarity, responsibility, discipline, integrity, innovation, overcoming difficulties and efficiency" to all cadres and civil servants.
The two-level People's Courts of the city will also promptly and strictly try criminal cases, especially cases monitored and directed by the Central Steering Committee and the City Party Committee's Steering Committee on preventing and combating corruption, waste, and negativity.
In addition, the People's Courts at two levels of the city have strengthened inspection, examination, discipline and public service discipline; strictly implemented regulations on handling the responsibility of leaders for violations by civil servants, public employees and workers within the scope of management and implemented measures to prevent and combat corruption, waste and negativity within the sector.
To complete the key tasks, the Chief Justice of the City People's Court proposed that the City Party Committee, People's Council and People's Committee of Hanoi City pay attention to allocating land funds and supporting investment resources to build headquarters for regional People's Courts in the coming time in accordance with the direction of judicial reform, ensuring stable and long-term operating conditions. In the immediate future, the city will support funding to repair and renovate existing district-level People's Court headquarters for use as headquarters of regional People's Courts; at the same time, consider temporarily arranging surplus headquarters and unused headquarters in the area as workplaces and trial venues, creating conditions for regional People's Courts to soon deploy their tasks according to the roadmap.
In addition, the city is interested in investing in modern working equipment to meet the requirements of judicial reform and the construction of e-Courts; supporting the implementation of information technology applications and digital transformation in trial and management activities. At the same time, the city is considering allocating additional funding to serve the restructuring of the apparatus according to the policy of establishing regional People's Courts; supporting funding for the trial of cases in general, and large and complicated cases in particular.
