The problem
At the seminar "Business household with new tax policies: Challenges and accompanying solutions" organized by Hanoi City Tax and Tien Phong Newspaper on the morning of July 8, Deputy Editor-in-Chief of Tien Phong Newspaper Le Minh Toan said that from January 1, 2026, lump-sum tax will be officially abolished, business household will switch to the mechanism of self-declaration - self-payment of tax according to actual revenue, with a roadmap for using electronic invoices; At the same time, with purchased goods, business households must strictly comply with regulations on invoices, documents, and identification of goods origin.

Regarding the regulation that business household with of 1 billion or more must use electronic invoices generated from cash registers connected to tax authorities, Deputy Tax Director of Hanoi Nguyen Tien Minh said that in Hanoi, there are 4,979 business household with revenue of over 1 billion VND, accounting for 1.5% of tax-managed household and 2.8% of contracted household.
Since Decree 70/2025/ND-CP took effect, 9,155 more business households have registered to implement the policy. Of these, 4,379 are required to implement it and 4,776 are not required to do so but have proactively and voluntarily participated after being prompted by the tax authority.
Hanoi City Tax has coordinated with suppliers to deploy more simple, low-cost solutions with many incentives, some suppliers even offer free for up to 6 months, to support business household.
"Hanoi City Tax Department affirms that it will not collect additional taxes if revenue is different from the fixed tax rate," said Mr. Money.
Regarding difficulties, Director of Service Accounting and Business Households, MISA Joint Stock Company Bui Thi Trang said that the business household model is very diverse, from people who have been trading at the market for decades to young people doing business online.
This diversity creates certain difficulties in implementing electronic invoices for business households. In addition, to issue output invoices in accordance with regulations, input invoices are required, which is a weakness of many business households today, especially with inventory items that do not have valid invoices.
Input invoices are also a concern for Ms. Duong Thi Thanh (Van Mieu-Quoc Tu Giam ward). Ms. Duong Thi Thanh said that she has applied electronic invoices for more than a month, but has encountered difficulties with input invoices because her business items are tourism and cultural products.
Simple invoice software, suitable for all businesses
Meanwhile, Mr. Le Ngoc Son, representative of Dong Xuan Market Management Board, said that any policy when newly implemented, the first phase always encounters many difficulties.
Previously, when applying QR codes, businesses initially reacted because they found it complicated. However, thanks to active support from the bank, up to now, 100% of businesses at Dong Xuan market have used QR codes.
“With the implementation of electronic invoices generated from cash registers, we determined according that this is an inevitable step to the State's policy. The market management board has focused on propaganda so that traders understand and gradually get used to the new method,” said Mr. Le Ngoc Son.
Business households acknowledged that at first, because it was new, implementation was difficult, but using electronic invoices would create transparency.
Representatives of suppliers said that the invoice system for business household ensures the criteria of simplicity, convenience, transparency, and ease of use. The solution allows business household to perform everything from sales, issuing electronic invoices to tax declaration on a single software.
With just 2-3 simple steps, business owners can sell products and issue invoices right on their phones without having to invest in expensive software or equipment.
