The seminar had the presence of leaders of departments and offices under the Ministry of Education and Training , and leaders of higher education institutions in the Red River Delta, Northern Midlands and Mountains.
The draft discusses 6 policy groups.
At the seminar, a representative of the Department of HigherEducation (Ministry of Education and Training) provided an overview of the draft Law on Higher Education (amended) consisting of 9 chapters and 54 articles with new points and directions for comprehensive innovation compared to before.

Delegates gave comments and discussed the contents of 6 policy groups proposed in the draft, including: Improving the effectiveness of state management, creating advanced university governance; modernizing training programs and methods, applying advanced technology, promoting lifelong learning; positioning higher education institutions as centers of research and innovation associated with training high-quality human resources; increase resource mobilization and improve the efficiency of investment in modernizing higher education; developing a team of excellent lecturers and scientists and a creative and honest academic environment; innovating approaches, ensuring substance in the work of ensuring the quality of higher education.
In particular, many recommendations were made on the organization of the University Council and the university autonomy mechanism at member schools of national universities and regional universities, organizational structure, training program standards, conditions for program implementation, duties and powers of tutors, etc.
According to Associate Professor Dr. Le Thanh Ha, Rector of Thanh Hoa University of Culture, Sports and Tourism, in the context of streamlining the administrative apparatus, digital transformation and innovation in university governance, higher education is facing many new requirements for improving training quality, promoting research and innovation. Therefore, it is necessary to continue to improve the legal system to meet the goals of sustainable development and modernization of higher education in the new era.
This conference is a valuable opportunity for universities to contribute ideas and share practices to perfect the draft Law on Higher Education (amended) 2025 - a legal document of strategic significance for the development of higher education in our country in the new context.

Speaking at the conference, Deputy Minister of Education and Training Hoang Minh Son emphasized: this workshop aims to review the long-standing problems and difficulties related to school boards and the appointment of leadership positions, and at the same time evaluate the institutionalization of policies stated in Resolution 29, Resolution 19 and recent conclusions.
The Deputy Minister also asked delegates to contribute ideas to thoroughly handle unclear points, conflicts and overlaps between the Law on Higher Education and related laws such as the Law on Education and the Law on Teachers, in order to meet the requirements of sustainable development in the new period.
Many concerns about the member university council
Regarding member universities, Associate Professor Dr. Nguyen Tien Dung, Rector of the University of Medicine and Pharmacy, Thai Nguyen University, expressed concerns about the legal status and legal status of higher education institutions that are member schools of regional universities.
"Although these schools have legal status, the definition in the draft law only mentions regional universities, without clearly mentioning affiliated member schools. This makes many lecturers worry and question whether member schools of national universities and regional universities are considered higher education institutions or not. Therefore, it is necessary to add content to point b, clause 1, Article 12 of the draft law, to clearly affirm the role and legal position of member schools, avoiding controversy and misunderstanding," Associate Professor, Dr. Nguyen Tien Dung expressed his opinion.

According to Dr. Nguyen Dac Trung, Chairman of the Council of Thai Nguyen University of Medicine and Pharmacy, in the summary of the Law on Higher Education 2018, the model has many considerations, overlaps and conflicts in authority. In addition to the law passed, the guiding documents under the law should clearly specify the position, role and authority of the school council and the board of members.
Presenting opinions at the conference, the representative of Thai Nguyen University of Agriculture and Forestry expressed the need to clarify that member universities, like external universities, need to have a university council. According to the representative of Thai Nguyen University of Agriculture and Forestry, the unit directly organizes training activities, manages staff, uses budgets, recruits students, etc. These functions can only be performed without a university council.
Associate Professor, Dr. Nguyen Ngoc Khanh, Vice Rector of the University of Mining and Geology, also made some comments regarding the position of each member of the school board. He suggested that there should be a review to ensure that the school board has sufficient authority and mechanisms to effectively perform its functions without overlapping with the board of directors.
At the conference, some leaders of universities and academies also expressed their opinions to resolve Clause 1, Article 17 regarding universities, faculties and other specialized units of higher education institutions as units without legal status, only having the function of directly organizing training, scientific research, technology development, innovation and serving the community within the scope of the assigned industry and field.
At the workshop, Deputy Minister of Education and Training Hoang Minh Son and Director of the Department of Higher Education (Ministry of Education and Training) Nguyen Tien Thao received opinions and discussed with delegates on each group of issues, and at the same time recorded comments to continue perfecting the draft to submit to the National Assembly in the coming time.
