Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong signed Official Dispatch No. 3200/BVHTTDL-DSVH to the People's Committee of Gia Lai province on the agreement on the archaeological exploration and excavation project under the project to restore and embellish the special national architectural and artistic relics of Duong Long Cham Tower.
created, on May 6, 2025, the Ministry of Culture, Sports and Tourism received Document No. 75/TTr-UBND of the People's Committee of Binh Dinh province (now Gia Lai province) on the request for appraisal of the Feasibility Study Report of the archaeological exploration and excavation project under the project to restore and embellish the special national architectural and artistic relics of Duong Long Cham Tower, Tay Son district, Binh Dinh province (now Binh An commune, Gia Lai province).
After consideration, the Ministry of Culture, Sports and Tourism has agreed on the exploration and archaeological excavation of the special national architectural and artistic relics of Duong Long Cham Tower, which has been agreed to be implemented by the Ministry of Culture, Sports and Tourism in Official Dispatch No. 5816/BVHTTDL-DSVH dated December 29, 2023, with the goal of supplementing and completing data to serve the Project of restoration and embellishment of the special national architectural and artistic relic of Duong Long Cham Tower as well as serving the work of displaying and promoting the value of the relic.
Therefore, the Ministry of Culture, Sports and Tourism basically agrees with the proposal of the Gia Lai Provincial People's Committee on implementing the Project of archaeological exploration and excavation of the special national architectural and artistic relic of Duong Long Cham Tower under the Project of restoration and embellishment of the special national architectural and artistic relic of Duong Long Cham Tower, with the content of conducting archaeological exploration and excavation around the cluster of 3 towers (in the 4 directions of East, West, South, North).
The Ministry of Culture, Sports and Tourism requested the Gia Lai Provincial People's Committee to directly relevant agencies to note that, with its outstanding architectural and artistic value, the Duong Long Cham Tower relic has been ranked as a special national relic (in Decision No. 2367/QD-TTg dated December 23, 2015 of the Prime Minister ).
Therefore, the implementation of archaeological exploration and excavation needs to be carefully considered, based on old documents and the results of many previous archaeological excavations (from 2006 to present, there have been many archaeological excavations) to propose suitable areas and areas for archaeological exploration and excavation, ensuring the ability to uncover more architectural vestiges, not overlapping with previous excavations and avoiding disturbance to the overall area of Duong Long Cham Tower.
Regarding the scientific basis, it is necessary to supplement the assessment report on the results of the exploration and excavation of the Duong Long Cham Tower relic carried out in previous years; comments and suggestions on the exploration and excavation project from experts, scientists and management agencies; written opinions of local authorities and people.
Regarding the content of the Project, it is necessary to study historical documents and surveys, combining actual archaeological exploration measures of the relic to minimize the excavation area, avoid disturbance of the relic site.
Supplementing the work content and implementation conditions (including funding) for protecting, editing, and completing scientific records of artifacts collected after archaeological exploration and excavation to ensure timely preservation, protection, and to prevent artifacts collected after archaeological exploration and excavation from being damaged or lost.
At the same time, serve research, determine value and propose plans to protect and promote the value of relics and artifacts.
The document also stated and supplemented the schematic drawings of the excavation pits as stated in the Project description; the content of interdisciplinary and multidisciplinary research coordination during the process of conducting archaeological exploration and excavation; having a plan to protect archaeological pits; covering and protecting the site and relics and artifacts discovered during the exploration and excavation process.
Specifying solutions for preserving and promoting post-excavation values to overcome limitations in archaeological excavation activities has been reflected by many scientists in recent times, especially when implementing large-scale, long-term excavation projects as proposed in the Project.
During the process of conducting archaeological exploration and excavation, discovered architectural foundations (if any) must be preserved and conserved in place, and relocation can only be carried out after receiving written consent from the Ministry of Culture, Sports and Tourism.
Discovered artifacts must be documented and scientifically recorded (indicating location, elevation, and direction of displacement from the tower) to serve research on repositioning or restoration, erection, and repair of the tower.
The Department of Culture, Sports and Tourism of Gia Lai province must comply with the steps prescribed in the Regulations on archaeological exploration and excavation (Issued together with Decision No. 86/2008/QD-BVHTTDL dated December 30, 2008 of the Minister of Culture, Sports and Tourism); At the same time, it is necessary to carry out the procedures for requesting a license for archaeological exploration and excavation according to the provisions of the law on cultural heritage.
