Speed up the construction progress
According to the report on the results of the work of eliminating temporary and dilapidated houses nationwide by the Ministry of Ethnic Minorities and Religions , up to now, 38/63 localities have completed the entire target of eliminating temporary and dilapidated houses for all three target groups, an increase of 23 localities compared to the fourth session. By June 30, the whole country is expected to reach 46/63 localities completing, the overall rate is 94.7%. In July 2025, 3 localities registered to complete; 14 localities registered to complete by August 25, 2025 and achieved the target of eliminating all temporary and dilapidated houses nationwide.

Regarding specific results, up to now, the whole country has supported 262,843/277,420 houses, reaching 94.7%. Of which, 222,854 houses have been inaugurated, 37,989 houses are under construction, an increase of 54,000 houses compared to the fourth session. Of which, houses for people with revolutionary contributions are 41,565 houses, reaching 93.1%; houses for poor and near-poor households from the national target program for sustainable poverty reduction are 77,851 houses, reaching 87.9%; housing support from the national target program for ethnic minorities is 8,621 houses, housing support for poor and near-poor households from the Launch Program is 125,888 houses, reaching 96.6%, housing support for other subjects is 8,918 houses. By target group, there are currently 10,712 houses remaining under the sustainable poverty reduction program (managed by the Ministry of Agriculture and Environment ), accounting for 12.1%; 1,906 houses remaining for people with meritorious services, accounting for 4.27%. This is a group that needs special focus to be completed before July 27, according to the Prime Minister's direction. There are 4,393 houses remaining for poor and near-poor households, accounting for 3.4%.
According to Minister of Ethnic Minorities and Religions Dao Ngoc Dung, regarding the 5% savings in regular expenditure, up to now, the Vietnam Fatherland Front and the Ministry of Ethnic Minorities and Religions have agreed with the Ministry of Finance to submit a document requesting the Prime Minister's opinion on adjusting the remaining 5% savings in regular expenditure (equivalent to VND 975 billion) to support 28 localities facing difficulties. According to statistics, 46 localities have proactively advanced all funds from the local budget to support the construction of houses for people with meritorious services and relatives of martyrs. However, some localities, although trying to advance local funds, still need to resolve financial issues soon. Some localities still have many houses that have not yet started construction or have started construction but have not been completed... Therefore, the Ministry of Ethnic Minorities and Religions recommends that the Prime Minister allow the adjustment of the remaining 5% savings in regular expenditure and allow the use of social mobilization resources to support the two national target programs. At the same time, localities are determined to start construction of all remaining housing projects before June 30. For localities that have started construction but many houses are not yet completed, it is necessary to assign leaders to directly direct and urge the implementation. At the same time, it is proposed that the military and police forces focus on supporting localities that are still facing difficulties in implementing the program.
Strive to reach the finish line early
Regarding the elimination of temporary and dilapidated houses, the Central Steering Committee held 4 meetings. After the 4th meeting, the Government issued Official Dispatch No. 84/CD-TTg dated June 8, 2025, requesting to focus on completing the goal of eliminating temporary and dilapidated houses, 2 months earlier than the old requirement of before October 31, 2025, and 4 months earlier than the previous requirement of the end of 2025.
According to Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, adjusting the target of completing the program to eliminate temporary and dilapidated houses by August 31, 2025 is completely feasible. Previously, the biggest difficulty was the lack of funding, but up to now, this issue has been addressed by the Prime Minister. Regarding human resources, the Ministry of National Defense and the Ministry of Public Security have stepped in to support localities with many difficulties. The Fatherland Front and socio-political organizations will continue to mobilize members, union members and people in the community to join hands to support. With this consensus, we believe that the program will be completed on time. Chairman of the Central Committee of the Vietnam Fatherland Front requested the Prime Minister to direct the organization of a summary, commend localities and units that have done well and show gratitude to organizations and individuals, especially financial institutions that have made many contributions and practical contributions to the program to support the elimination of temporary and dilapidated houses. At the same time, research to separate the two national target programs from the statistics of the program to support the elimination of temporary and dilapidated houses. It is necessary to pay more attention to the housing group for people with meritorious services. At the same time, it is proposed to assign the Government and the Prime Minister the right to adjust all capital sources in the state budget that have been decided by the National Assembly to allocate to ministries, branches and localities, and to recover the undisbursed funds to supplement the places where the disbursement can be faster to ensure the effective use of investment capital.
At the 5th meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide, Prime Minister Pham Minh Chinh commended 23 localities that, despite difficulties, have made great efforts, high determination, and new and creative approaches to complete the goal of eliminating temporary and dilapidated houses. At the same time, he welcomed and commended ministries, branches, agencies, and units that have actively implemented and basically completed their assigned tasks. The Prime Minister requested ministries, levels, branches, localities, and the entire political system to focus on completing the goal of eliminating temporary and dilapidated houses before August 31, 2025. In particular, housing for martyrs' relatives and families of people with revolutionary contributions must be completed before July 27, 2025. In addition, it is necessary to promptly grasp and propose immediate solutions to difficulties and obstacles in the implementation process at the local level. Central agencies focus on handling issues within their authority, and proactively propose immediate reports for issues beyond their authority. The Prime Minister also assigned the Ministry of National Defense, the Ministry of Public Security, the Fatherland Front at all levels, and local political and social organizations to mobilize all resources to eliminate temporary and dilapidated houses in the spirit of "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has a little helps a little". With the meaning of "A warm home is built, a love is left behind, the path to hunger eradication and poverty reduction opens, the people are grateful for the national love, the compatriots' affection is imbued, that is the core humanistic value of the nation... The people's gratitude is the most noble reward!". The Prime Minister basically agreed with the proposals on additional funding for the program and assigned the Ministry of Home Affairs, ministries, branches, and localities to submit to competent authorities on the commendation of organizations and individuals with many achievements in the work of eliminating temporary and dilapidated houses nationwide.
