The Ministry of Construction has just sent an official dispatch to the Prime Minister on the assignment of the task of preparing a Pre-Feasibility Study Report for the Moc Chau - Son La City Expressway Construction Project, Son La Province.
Specifically, the Ministry of Construction agreed on the need to invest early in the Moc Chau - Son La City Expressway Construction Project, meeting transportation needs, ensuring synchronous exploitation, contributing to promoting socio -economic development of localities through which the route passes, and gradually completing the planning of the expressway system in the period 2021 - 2030.
The Ministry of Construction proposed that the Prime Minister consider and decide to assign the People's Committee of Son La province to be the managing agency of the Moc Chau - Son La City Expressway Construction Investment Project, Son La province. The People's Committee of Son La province is responsible for proactively implementing the preparation of the Project's Pre-Feasibility Study Report, meeting the required progress.
“In the process of researching and completing the Project's Pre-Feasibility Study Report, the People's Committee of Son La province is responsible for organizing surveys and detailed research on investment options; accurately determining investment capital needs; analyzing and selecting appropriate investment forms; clarifying the capital sources and capital structure allocated to the Project as a basis for reporting to competent authorities for consideration and decision; directing and increasing resources for the unit assigned as the investor to ensure sufficient capacity to implement the Project according to regulations", the official dispatch of the Ministry of Construction clearly stated.
Previously, the People's Committee of Son La province had proposed the Government leaders to assign the Ministry of Construction or the People's Committee of Son La province to prepare a Pre-Feasibility Study Report for the Investment Project to build the expressway section from Moc Chau to Son La city; assign the Ministry of Construction and the Ministry of Finance to coordinate in balancing and arranging capital from the Central Budget to implement the Project in the period of 2026 - 2030.
The project to invest in the construction of the expressway section Moc Chau - Son La city, 105 km long, is built in Son La province (Moc Chau town; Yen Chau, Mai Son districts and Son La city).
The starting point of the Project connects to the Hoa Binh - Moc Chau Expressway at Km85+262 (intersection with National Highway 43, Van Son Ward, Son La Province); the end point intersects with National Highway 4G, Son La Province; the total length of the route is about 105 km.
The project is proposed to be invested in the scale of a highway, with 4 lanes and 2 emergency lanes; design speed of 80 km/h.
The project implementation period is in the period of 2026 - 2030, in line with the investment progress according to the road network planning for the period of 2021 - 2030, with a vision to 2050. The total preliminary investment of the project is estimated at about 22,262 billion VND. Son La Provincial People's Committee proposed to allocate central budget capital to implement the project in the form of public investment.
The investment in the Moc Chau - Son La expressway section aims to soon complete the Hanoi - Hoa Binh - Son La - Dien Bien expressway (CT.03) according to the plan; meet the transportation needs, inter-regional connection; conveniently connect economic and political centers with the Northwestern provinces, thereby promoting socio-economic development and ensuring national defense and security.
The project also contributes to increasing the competitiveness of the economy, especially Son La province; opening up new development space and creating conditions to exploit the potentials and strengths in service and tourism development of Son La province and the Northwest region.
