The high-speed railway project on the North-South axis through Thanh Hoa province has a length of about 95.33km (about from Km113+800 - Km209+130) through the wards of Quang Trung, Bim Son, Ham Rong, Dong Tien, Dong Son, Dong Quang, Truc Lam and the communes of Hoat Giang, Ha Trung, Trieu Loc, Hoang Phu, Hoang Giang, Trung Chinh, Thang Loi, Nong Cong, Thang Binh, Cong Chinh, Truong Lam.

According to the Railway Project Management Board, the total land area in Thanh Hoa province affected and required to be recovered is about 572.99 hectares (residential land 91.56 hectares; agricultural land and other land 481.43 hectares). The number of households that must relocate and be resettled is expected to be 2,107 households. About 41 production and business establishments, technical infrastructure works, and public works affected must be relocated.

Implementing the Resolution of the National Assembly and the Government on project implementation, Thanh Hoa province is currently investing in infrastructure for 39 resettlement areas in 16 wards and communes with an area of 300 hectares, with a total implementation cost of about 3,873 billion VND.
Up to now, the infrastructure construction of 1 resettlement area in My Phong village, Cong Chinh commune has been completed; procedures and design approvals have been completed, 8 areas are being cleared; detailed planning has been completed and a project for 1 area is being developed; detailed planning of 28 areas is being developed and public opinions are being sought on the construction location of 1 area in Trung Chinh commune.

At the conference, representatives of relevant departments of the province, bridge points of communes and wards where the railway project passes through reported on the progress of implementing the tasks assigned by the Provincial People's Committee in the past time. At the same time, they pointed out difficulties and obstacles and recommended the Provincial People's Committee to pay attention and direct the removal.

Concluding the conference, Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested: Communes and wards, based on the established records, focus on accurately reviewing the area of affected land types, the number of affected households, especially the area of residential land, the number of households that must be resettled, production and business establishments and public works, and technical infrastructure affected to serve as a basis for determining the scale of the resettlement area. From now until July 11, communes and wards will report to the Department of Construction, Department of Agriculture and Environment for synthesis to report to the Provincial People's Committee.
The Vice Chairman of the Provincial People's Committee also requested that communes and wards planning resettlement areas must organize to collect opinions from affected people. During the implementation process, if localities encounter difficulties or problems, they must immediately report to the Provincial People's Committee for timely resolution.
In July 2025, the Departments of Industry and Trade and Construction will coordinate with Thanh Hoa Electricity Company and the power transmission company to review power projects within the land acquisition area that need to be relocated to have an implementation plan.
Communes and wards work with owners of production and business establishments and enterprises within the land acquisition and clearance area to grasp the needs and propose solutions to the Provincial People's Committee.
Relevant sectors of the province, based on their functions and tasks, closely follow the direction of the Central Government and the province to guide localities in implementing specific policies and mechanisms related to support, resettlement, and site clearance for the high-speed railway on the North-South axis according to regulations.
