On the morning of July 3, a delegation of the Ministry of Education and Training led by Deputy Minister Pham Ngoc Thuong worked at the Examination Council No. 2, the Examination Council of Ninh Binh province located at Nguyen Khuyen High School - Nam Dinh ward. Also attending were leaders of the Department of Quality Management, representatives of the Government Inspectorate, the Department of General Education and a number of related units.
Mr. Nguyen Tien Dung - Deputy Head of the Examination Steering Committee, Director of the Department of Education and Training of Ninh Binh shared: Implementing the direction of the Standing Committee of the Provincial Party Committee and the People's Committee of Ninh Binh province, before the merger, all three provinces of Ninh Binh, Ha Nam , and Nam Dinh had planned personnel.
From July 1, the Head of the Examination Steering Committee as well as the Chairman of the 2025 High School Graduation Examination Council of the three previous provinces of Nam Dinh, Ha Nam, and Ninh Binh were assigned to other tasks. On the same day, the (new) Ninh Binh Provincial Party Committee appointed leaders of the Department of Education and Training, including the positions of Director and Deputy Directors.
The Chairman of the Ninh Binh Provincial People's Committee has directed to complete the provincial Examination Steering Committee. The Ninh Binh Department of Education and Training has also completed the provincial Examination Council so that the grading of the 2025 high school graduation exam will not be interrupted due to the province's merger.
Regarding the goal of ensuring the quality of the exam marking work while maintaining higher achievements than previous years, many solutions will be needed. Mr. Nguyen Tien Dung said that the provincial leaders do not put pressure on the next year to be higher than the previous year, depending on the conditions and circumstances of each year.
The examination council requires all examiners and examiners to strictly follow the regulations and grasp the instructions of the Ministry of Education and Training on the examination marking work. The examination marking clusters in the three old provinces will all become one examination marking council of the new Ninh Binh province with the same results, marking methods, instructions and results announcement of the province.
"Literature is the only subject that is tested in 100% essay format, so the marking of the test must comply with the regulations. Based on the detailed instructions of the Ministry of Education and Training, the examiners must apply them correctly and sufficiently, based on the actual knowledge of the candidates to mark according to their abilities, not based on their achievements" - Director of the Department of Education and Training of Ninh Binh Nguyen Tien Dung emphasized.
Candidates' creativity should be recognized.
Deputy Minister Pham Ngoc Thuong said that the 2025 High School Graduation Exam will be organized in two phases: When organizing the exam, it will be a three-level local government; when organizing the exam marking, it will follow the two-level local government model, some provinces/cities will merge according to the Central Government's policy from July 1.
At this time, the Ministry of Education and Training is organizing many delegations to inspect the exam marking work, especially in the provinces implementing the merger to see if the status change and exam marking work meet the general requirements.
For many years, the Literature exam has had open-ended questions on social commentary. In 2025, the entire Literature exam will not use any textbooks. Although it is an open question, it is not too unfamiliar to teachers and students. The scoring instructions are also open instructions to ensure that students' abilities are properly assessed.
According to Deputy Minister Pham Ngoc Thuong, all examination councils nationwide have received marking instructions from the Ministry of Education and Training to study, agree on answers and marking instructions. The rate of trial marking and general marking is maintained to ensure consistency. After marking, it is necessary to check marking to ensure at least 5%.
During the marking process, if there are any abnormalities such as too many high scores or too many low scores, the test must be reviewed to ensure fairness and the rights of the candidates.
Because it is an open guide, the examiner needs to record the creativity and individual thinking of the candidates according to the output standards and criteria of the educational process as well as the marking instructions. All multiple choice subjects (including Math and Foreign Language) are marked by machine to ensure objectivity.
Regarding the opinion that the Math and English exams of this year's exam were too difficult, Deputy Minister Pham Ngoc Thuong said that the Ministry of Education and Training has been and is continuing to listen to public opinion. When there are results and complete data, it will comprehensively evaluate the advantages as well as the results and limitations of the organization of this year's exam to do better next year.
"At this time, through the work of directing and gathering information as well as direct inspection, the Examination Councils are marking the exams in accordance with the regulations. We do not force the progress to make it too stressful leading to errors, and at the same time, we must not do it too quickly to limit risks and shortcomings when marking the exams" - Deputy Minister Pham Ngoc Thuong noted.
A common principle and goal is to aim for the real results of the candidates, ensuring the legitimate rights of students. The grading must be on schedule but must be of high quality, correctly assessing and recording the best test results of the candidates. It is expected that at 8:00 a.m. on July 16, the Ministry of Education and Training will announce the 2025 high school graduation exam scores nationwide.
Through the actual inspection at the Examination Council No. 2 of Ninh Binh province located at Nguyen Khuyen High School, Nam Dinh ward, Deputy Minister Pham Ngoc Thuong acknowledged and highly appreciated the status conversion work of the Examination Council. The leaders of Ninh Binh province have completed the Steering Committee, Examination Council and the examination organization in terms of facilities, human resources and progress to ensure compliance with the plan.
In the context of implementing the reorganization of two-level local government, some sectors such as the Police and Inspectorate must further promote the sense of responsibility in all work with the spirit of "6 clear" including: clear people, clear work, clear authority, clear responsibility, clear time, clear products.
