Harmonizing Exam Goals for Grade 12 Students

Identifying this as the innovation that will have the most direct impact on candidates in this year's exam, since 2023, the Ministry of Education and Training has announced the structure and format of the high school graduation exam from 2025 with the hope that students will be well prepared early and remotely. The reference exam will be announced in October 2024, earlier than every year.

A series of solutions have been implemented by theeducation sector and schools so that students can approach, get acquainted with, and confidently conquer the exam in the new format. These include designing lectures and tests in line with the orientation of capacity assessment; innovating regular and periodic testing and assessment; designing test questions and mock high school graduation exams according to the new structure of the exam...

After the official exam was announced, the innovations in the exam questions towards assessing capacity, enhancing practicality, testing the ability to apply, analyze, and debate of learners, not getting bogged down in techniques, avoiding rote learning... were recognized by experts and teachers. However, there were also opinions that the exam questions of some subjects were difficult, beyond the capacity of students.

In fact, a more accurate basis to help determine the suitability, difficulty, and ease of the exam requires waiting for the exam scores and score distribution. But at this time, let's look back at the purpose of the High School Graduation Exam to understand it more fully and objectively.

The regulations on high school graduation exams clearly state: High school graduation exams aim to accurately assess the learning outcomes of learners according to the goals and requirements to be achieved in the General Education Program; use exam results to consider recognition of high school graduation; serve as one of the bases for assessing the teaching and learning quality of educational institutions and the direction of educational management agencies; provide data that is reliable, honest, and accurately assesses students' abilities for universities and vocational education institutions to use in enrollment in the spirit of autonomy.

Thus, the exam needs to harmonize both the graduation and university admission goals. In the 2025 High School Graduation Exam, the recognition/understanding/application ratio of the exam is 4/3/3; equivalent to 70% basic knowledge, 30% differentiated knowledge; the average score will fall between 6 - 7.

Candidates can still easily achieve their graduation goal when the graduation formula has up to 50% of the high school transcript score in 3 years. Achieving 8 points or more requires really good academic performance and solid knowledge. If the exam does not ensure appropriate differentiation, the situation of candidates with results of 30 points still failing their first choice will certainly recur.

Of course, it is also necessary to frankly admit that there is a gap between the organization of teaching and assessment. While the high school graduation exam is designed to assess capacity, requiring candidates to know how to apply, analyze, synthesize, and solve practical problems instead of testing mechanical memorization, teaching is still biased towards practicing questions, memorizing, and reviewing.

Therefore, it is inevitable that there are candidates who are passive and disoriented when doing the test. Along with that, there are candidates with the pressure of always being the leader, excelling in their academic records leading to perfectionism, so they are worried and disappointed when they cannot complete all the questions. In addition, the test of some subjects is not without points that need to be completed.

Many experts and teachers believe that, in the current conditions in Vietnam, it is necessary and humane to seriously organize and ensure fairness for candidates who want to use high school graduation exam results for university admission; reducing the overload caused by participating in too many separate exams of universities.

This also ensures fairness in access to education; reduces pressure and costs for society, as well as for universities themselves. Therefore, it is necessary to accept opinions to improve, but it is also necessary to be steadfast on the right path.
