Ensuring teachers' living standards
The Law on Teachers has been passed by the National Assembly and will take effect from January 1, 2026. One of the outstanding policies of the Law is the regulation on salary policy and benefits for teachers.
Mr. Vu Minh Duc - Director of the Department of Teachers and Education Management ( Ministry of Education and Training ) said that in the draft Decree regulating salary policies, allowances, support and attraction regimes for teachers in the draft Law on Teachers, the Ministry of Education and Training plans to advise the Government to rearrange the salary tables of a number of teacher positions such as: preschool teachers, general education teachers, university preparatory teachers, vocational education teachers grade IV... to ensure consistency in the salary tables applied to professional positions of teachers and civil servants and other sectors and fields; at the same time, ensure the living standards of teachers, helping teachers feel secure in their work and contribute to the cause of education.
At the same time, the draft Decree also stipulates a specific salary coefficient for teachers at a level from 1.1 to 1.6 depending on the level of education and training, ensuring that teachers' salaries are higher than those of civil servants on the same salary scale applied in other sectors and fields; reducing the salary gap between young teachers and experienced teachers in the same job position.
These proposed solutions are implemented in the context of salary payment still being implemented according to the provisions of Decree No. 204/2004/ND-CP and will be the basis for salary rearrangement when the Government issues a new salary policy to ensure that teachers' salaries are "ranked highest".
Currently, in addition to salaries according to the general salary scale for civil servants in all sectors and fields, teachers are also entitled to seniority allowances; preferential allowances for teachers contribute to increasing teachers' income. In addition, teachers working in specialized schools and areas with particularly difficult socio-economic conditions are also entitled to a number of corresponding allowances and subsidies.
In addition, in some job positions, for some types of work, teachers are also paid additional allowances, subsidies, and other remuneration such as position allowance, job responsibility allowance, allowance for heavy, toxic, dangerous work, mobility allowance, preferential policies in inclusive education...

Teachers' salaries are ranked highest…
In reality, applying a common salary scale for teachers like civil servants in other sectors and fields does not reflect the complexity of each different sector and profession.
The salary scale applied to the majority of teachers (accounting for about 90% of the number of teachers who are preschool, general education, and university preparatory teachers) is ranked lower than that of civil servants in other sectors such as health (doctors, pharmacists), construction (architects, engineers), culture - sports (directors, actors, artists, coaches, etc.), science and technology (researchers, engineers), information and communication (reporters, translators, television directors, etc.).
Therefore, when drafting the Law on Teachers, the Drafting Agency wishes to concretize the Party and State's policies into specific policies in the Law on Teachers.
structured, Point b, Clause 1, Article 23 stipulates that "Teachers' salaries are ranked highest in the administrative career salary scale system" and assigns the Government to specify details on salary policies for teachers.
Mr. Vu Minh Duc emphasized that this is an important basis for the Government to have regulations related to teachers' salaries to ensure the policy of "ranking the highest".
In addition, Point c, Clause 1, Article 23 of the Law on Teachers stipulates that “Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions; teachers teaching in specialized schools; teachers implementing inclusive education; teachers in some specific fields and occupations are entitled to higher salaries and allowances…” to attract teachers and ensure fairness with teachers working in normal conditions.

Respect teachers
In addition to regulations on salary and allowance policies, Mr. Vu Minh Duc said that the Law on Teachers also stipulates policies to support, attract and hire teachers. Regarding support policies, all teachers are entitled to subsidies according to the nature of their work and the region; training and development support; periodic health care support and occupational health care; mobility allowances for teachers working in literacy, universal education, secondment, enhanced teaching, inter-school teaching, teaching at school locations and other support policies according to current laws.
At the same time, teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions are entitled to rent public housing in accordance with the provisions of the law on housing or are guaranteed collective accommodation.
In case collective accommodation or public housing cannot be arranged, teachers will be supported with housing rent at the level of public housing rental support as prescribed by law.
These support policies are not necessarily new, but for the first time there are comprehensive regulations to ensure that all teachers, regardless of public or non-public sector, enjoy support policies that ensure conditions for teachers to continuously develop their careers.
The policy of attracting and employing highly qualified people, talented people, people with special gifts, people with high vocational; people working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions; teachers perform teaching, education and scientific research tasks in a number of key and essential fields according to the needs of socio-economic development.
Attraction and promotion policies include priority in recruitment and reception; salary, allowances; training and development; planning and appointment; working conditions, working equipment; welfare and other policies as prescribed by law.
“This is a breakthrough policy to implement the Party and State's policy of attracting and promoting talents, attracting highly qualified intellectuals and young scientists, and attracting good people to become teachers,” Mr. Vu Minh Duc affirmed, and at the same time, he commented that this policy helps overcome the shortage of recruitment sources and teachers in educational institutions in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions that are currently happening in many localities.
"The above regulations in the Law on Teachers are an important legal basis for the Ministry of Education and Training to issue under its authority or advise the Government to issue specific regulations and instructions to implement salary policies and preferential regimes for teachers, demonstrating the respect of society and the care of the Party and State for the teaching staff," Mr. Vu Minh Duc affirmed.
