Breakthrough from salary policy
The new Law on Teachers was passed by the National Assembly (on the morning of June 16). The law takes effect from January 1, 2026, with many preferential provisions on salary, allowances, housing and giving theeducation sector the right to proactively recruit.
Delegate Nguyen Thi Viet Nga acknowledged that salary and bonus are always the top concern of employees. For the education sector, one of the underlying causes leading to the shortage of teachers comes from low salaries compared to the volume and pressure of assigned work.
“This situation has two manifestations: First, it is difficult to recruit new employees. Second, it is a “brain drain” – delegate Nguyen Thi Viet Nga analyzed and found that many people are teachers but find that other professions have higher incomes and less pressure, so they change jobs. This makes the shortage of teachers increasingly serious.
Even though many localities have recruitment targets and an abundant source of graduated teacher education students, they still cannot recruit people, especially at the preschool level because there are too few applications.
Therefore, placing teachers' salaries at the highest level in the administrative and career salary scale system is a very important policy to overcome the shortage of teachers and at the same time improve the quality of education and training.
Believing that the quality of education is determined by the teaching staff, the Hai Phong City delegation emphasized that if salaries are low, it will be difficult for us to attract talented people to the industry, especially in the pedagogical schools.
If teachers' salaries are low, good students will not be interested in the Pedagogy industry. When we cannot attract good people, we cannot have high-quality human resources for the Education industry.
On the contrary, when teachers' salaries are the highest, it will be a breakthrough policy to attract excellent students to teacher training colleges. Similar to the medical field, because of the great interest of society, the benchmark is always high; thereby filtering out the best people.
“Good input leads to good output, then there will be a good team of teachers” – delegate Nguyen Thi Viet Nga said and believed that when the problem of teacher shortage is solved, class size will not “bloat”. A teacher teaching a class of 45 students will certainly have better quality than teaching a class of 60 students.
Therefore, improving teachers' salaries will achieve two goals: retaining competent people in the education sector and attracting new talent. When we attract good students and retain talented people in the sector, the quality of our education and training will certainly be improved.
“I want to emphasize “capable people”, because these people have many job opportunities. If they see that teachers’ salaries are low, they can completely switch to another industry with more attractive incentives” – delegate Nguyen Thi Viet Nga stated the current situation.

Enhancing the status of teachers
Recently, there have been some very thought-provoking images when teachers’ salaries are not enough to live on, they have to do many extra jobs, including online sales, shipping, or other manual jobs unrelated to their expertise. This has invisibly affected the position of teachers in the eyes of parents and students.
With the reformed salary system, teachers' lives are guaranteed, they can wholeheartedly devote themselves to the career of "cultivating people". Accordingly, the position of teachers in society is also raised.
Currently, the Law on Teachers has many regulations on the status and principles of conduct for teachers. These are important conditions to protect and enhance the role of teachers. However, delegate Nguyen Thi Viet Nga emphasized that to protect their reputation and honor, teachers' self-protection is always the most important.
In reality, there are still individual cases, but not rare: teachers cannot protect their own honor and dignity, damaging the image of teachers in the eyes of society.
For example, delegates shared cases of teachers abusing students, using inappropriate words and gestures, or very unfortunate cases related to ethics such as teachers molesting students, principals cutting children's meals...
Therefore, in addition to the rights, the Law on Teachers also stipulates the obligations of teachers. Accordingly, teachers must constantly cultivate ethics, dignity, and lifestyle; must self-study and self-improve to improve their capacity.
“These are two sides of an issue: one side is how society treats teachers, the other side is that teachers themselves must be responsible for their own honor and professional reputation,” said delegate Nguyen Thi Viet Nga.
According to delegate Nguyen Thi Viet Nga, salary increases not only have material value but also contribute to enhancing the position and image of teachers in society. Although salary increases are a material issue, they have great spiritual value. That shows the recognition of society for the position and role of teachers.
